دولت سازی؛ رویکردها، زمینه‌ها و پیامدها

موضوع این نوشتار بحث و تحلیل در خصوص دیدگاه‌های مرتبط با دولت سازی (state building) است. در سه دهۀ پایانی قرن بیستم بحث‌های نظری مفصلی در خصوص مسیرها و فرایندهای دولت سازی توسط اندیشمندان و محققین حوزة دولت‌پژوهی مطرح شده است و همچنان در مسیر بسط و تعمیق هستند. نکتۀ کانونی و مشترک همۀ این مباحث، متاخر بودن دولت (state) و ارتباط آن با تحولات عصر مدرن است. پرسش بنیادی در همۀ این نظریه‌ها عبارت از آن است که چه بسترها و زمینه‌هایی موجبات شکل‌گیری دولت‌ها را در ادوار جدید (از قرن شانزدهم به بعد) فراهم آوردند و نیز اینکه این تاسیس جدید که غالباً با هیبت و هیمنۀ خارق‌العاده‌ای هم همراه بوده، طی چه فرایندی پا به عرصه نهاده و چه تحولاتی را از سر گذرانده است. در این نوشتار تلاش شده است که ضمن بحث در خصوص متاخر بودن دولت و تفاوت آن با سایر مفاهیم هم ارز؛ حکومت و رژیم، گونه‌بندی‌ای از این دیدگاه‌ها طرح نموده و درونمایه‌هاو بنیان‌های نظری هر سنخ مورد بحث قرار گیرد. سه گونۀ ارائه شده (اثر جنگ‌های جدید بر دولت سازی، وجود بسترها و زمینه‌های جدید برای شکل‌گیری دولت و وجود بستر مناسب فرهنگی)، گر چه کاملاً از هم منفک نیستند، اما هر کدام استدلال‌های خاص خود را در خصوص دلایل و فرایند شکل گیری دولت در عصر جدید را طرح کرده‌اند. 

state building; approaches، contexts and consequences

the topic of this article is discussion and analysis regarding the views related to state building. in the last three decades of the 20th century detailed theoretical debates about the paths and processes of state building have been raised by thinkers and researchers in the field of state studies and they are still on the path of expansion and deepening. the central and common point of all these discussions is the lateness of the state and its connection with the developments of the modern era. the fundamental question in all these theories is that; what platforms and contexts caused the formation of the state/states in the new eras، and also that، this new establishment، which is often associated with extraordinary awe and hegemony during what process did it enter the field and what changes did it go through? in this article، an attempt has been made to discuss the lateness of the state and its difference with other equivalent concepts; the government and the regime have proposed a classification of these views and the contents and theoretical foundations of each point of view should be discussed. the three types presented (the effect of new wars on state building، the existence of new bases and contexts for the formation of the state، and the existence of a suitable cultural base)، although they are not completely separate، each has its own arguments regarding they have proposed the reasons and process of the formation of the state in the new era.
