Attracting russian citizens and civil society institutions to participate in the management of state affairs and in the implementation of local self-government is a priority task for all authorities today. but in order for this activity to be effective, it is necessary to build an education system, the purpose of which will be to educate and train active citizens to participate in public affairs at the federal, regional and municipal levels. today, such a system can include all universities in the country, since courses on «ministry training» and «state and municipal management», public chambers of all levels, as well as a school for managing non-profit organizations, which is being created at the presidential grants fund, are being introduced in them.
