بررسی آسیب‌شناسانۀ نظری ایدۀ وفاق با دیگری (در دولت چهاردهم) در پرتو ایدۀ اجماع همپوشان جان رالز

ایده وفاق در موقعیتی مطرح شد که سطح تنش‌ها و منازعات از سطح سیاسی به سطح اجتماعی در حال سرریز به سطح اجتماعی بود. شکاف درون حاکمیت به شکاف جامعه با حاکمیت و شکاف درون جامعه گسترش یافت و این ایده در پاسخ به بحران‌های اعتماد، مشروعیت، مشارکت و کارآمدی از سوی مسعود پزشکیان مطرح شد و در دولت چهاردهم دنبال شد؛ اما چنین می‌نماید که معنا، شاخص‌ها و سیاست‌گذاری‌های معطوف به آن هنوز از روشنی مناسبی برخوردار نیست. وفاق همواره با دیگری است که معنا می‌یابد؛ اما روشن نیست که وفاق با دیگری چه معنا و چه استلزاماتی دارد. برای سنجش و نیز بازسازی این مواجهه می‌توان از نظریات دیگر، ازجمله نظریة اجماع همپوشان جان رالز بهره گرفت. یافته‌های پژوهش این است که ایدة وفاق در شاخص‌های نظری بنیادینی چون محوریت عدالت و انصاف، کرامت انسانی، توجه به تنوع و کثرت‌های اجتماعی- سیاسی و استفاده از عقل در حل مشکلات به نظریة اجماع همپوشان رالز اشتراکاتی دارد؛ اما ناهمپوشی‌های مهمی نیز وجود دارد؛ ازجمله تکیه به مبانی دینی در نظریة وفاق، ابهام مفهومی ایدة وفاق و ترتیبات نهادی نامشخص برای رسیدن به وفاق که آن را از مصالحة موقت یا ائتلاف متمایز سازد.

a theoretical pathological examination of the idea of reconciliation with the other (in the fourteenth government) in light of john rawls›s idea of overlapping consensus

the idea of reconciliation (vafāq) emerged at a time when tensions and conflicts were spilling over from the political sphere into the social realm. the rift within the ruling establishment expanded into a broader divide between society and the government, as well as internal societal divisions. in response to crises of trust, legitimacy, participation, and efficiency, masoud pezeshkian proposed this idea, which was pursued during the fourteenth government. however, the concept, its indicators, and related policymaking still appear to lack sufficient clarity. reconciliation only gains meaning in relation to “the other”; yet, the meaning and implications of reconciliation with the other remain unclear. to evaluate and reconstruct this engagement, one can draw on other theories, including john rawls’s theory of overlapping consensus. the findings of this study suggest that the idea of reconciliation shares common ground with rawls’s theory in several foundational theoretical indicators, such as the centrality of justice and fairness, human dignity, attention to socio-political diversity and plurality, and the use of reason in resolving problems. however, there are also significant divergences: notably, the reliance on religious foundations in the theory of reconciliation, conceptual ambiguity of the idea itself, and the lack of clear institutional arrangements to distinguish it from a temporary compromise or coalition.
