مولفه های کارآمدی در اندیشۀ آیت الله خامنه ای

کارآمدی یکی از مباحث مهم در حوزة سیاست است. یک نظام سیاسی با هر ایدئولوژی و جهان‌بینی تلاش دارد تا با کارآمد نشان دادن خود خصوصاً به جامعة مورد حکمرانی و جوامع بین‌المللی، بقای سیاسی خود را تثبیت کند. در این پژوهش تلاش شده است مفهوم کارآمدی2 در اندیشة سیاسی اسلام با تاکید بر دیدگاه رهبر جمهوری اسلامی ایران آیت‌الله خامنه‌ای مورد بررسی علمی قرارگیرد. اهداف خاص این پژوهش، شناخت ویژگی‌های کارآمدی سیاسی نظام جمهوری اسلامی ایران از دیدگاه آیت‌الله خامنه‌ای است که می‌تواند مبنای سیاست‌گذاری قرار گیرد. نظریه‌های مختلفی در مورد کارآمدی وجود دارد که می‌توان به: نظریه نوسازی، نگرش مارکسیستی، رویکرد کارکردگرایی، رویکرد ساختارگرایی، نظریه توفیق، تئوری رضایت مردم، نظریه عملی، نظریه انجام تکلیف، نظریه سیستمی و نظریه مختار اشاره کرد. در این پژوهش ضمن نقد این نظریه‌ها تلاش شده است تا با یک نظریة ترکیبی این مفهوم مورد بررسی قرار گیرد. روش این پژوهش کیفی و روش تحلیل مضمون است و یافته‌های این پژوهش کشف شبکه مضامین در سخنان رهبری در خصوص شاخص‌های پنج‌گانة کارآمدی شامل: فهم مناسب از تقاضاها و درخواست‌ها از سیستم سیاسی، تعریف اهداف متناسب با تقاضاها و حرکت به سمت آن اهداف (اهداف غائی)، توانمندی نیروها و کارگزاران سیاسی در پیشبرد اهداف و رفع موانع، وجود ساختارهای مناسب برای پیشبرد اهداف، ارزش‌های مشترک و اجماع بر آن‌هاست.

effectiveness is one of the important topics in the field of politics. a political system, regardless of its ideology and worldview, strives to demonstrate its effectiveness—especially to the society it governs and to the international community—in order to consolidate its political survival. this study attempts to scientifically examine the concept of effectiveness in islamic political thought, with an emphasis on the viewpoint of the leader of the islamic republic of iran, ayatollah khamenei. the specific objectives of this research are to identify the characteristics of political effectiveness in the islamic republic of iran from ayatollah khamenei’s perspective, which can serve as a basis for policymaking. various theories of effectiveness exist, including: modernization theory, marxist perspective, functionalism, structuralism, success theory, popular satisfaction theory, practical theory, duty theory, systems theory, and discretionary theory. this study critiques these theories and attempts to explore the concept through a combined theoretical approach. the research method is qualitative, using thematic analysis. the findings reveal a network of themes in the leader’s statements concerning five key indicators of effectiveness:proper understanding of demands and requests from the political system,definition of goals aligned with these demands and moving toward those ultimate goals, 3.the capability of political forces and agents to advance the goals and remove obstacles, 4.existence of appropriate structures for advancing the goals, 5.shared values and consensus upon them.
