نقش پدافند غیر عامل در سازمان آتش نشانی

این پژوهش با هدف بررسی نقش پدافند غیر عامل در سازمان آتش نشانی با استفاده از روش توصیفی- تحلیلی و منابع کتابخانه ای انجام شده است. هر اقدام غیرمسلحانه‌ای که موجب کاهش آسیب پذیری نیروی انسانی، ساختمان ها، تاسیسات، تجهیزات، اسناد و شریان های کشور در مقابل عملیات خصمانه و مخرب دشمن گردد پدافند غیرعامل خوانده می شود. توجه به اصول و راهبردهای پدافند غیرعامل در یک جامعه باعث می شود تا بتوان تهدیدها و فرصت های بدست آمده از یک بحران را شناسایی کرده و آنها را به نحو بهینه، مدیریت و سازماندهی نمود. ایستگاه های آتش نشانی از جمله مراکز مهم و حیاتی خدمات رسانی در شهرها هستند که نقش مهمی در تامین ایمنی و آسایش شهروندان و توسعه اقتصادی-کالبدی شهرها، ایفا می کنند. هدف اصلی ایستگاه های آتش نشانی، تامین بخشی از امنیت شهر در راستای اهداف از پیش تعیین شده آنهاست. در فرایند مدیریت مخاطرات سازمان های بسیاری دخیل اند که هر کدام دارای ماموریت و مسئولیت منحصر به فرد، منابع مختلف و توانایی ها و قوانین عملکردی و شیوه های مربوط به خود است. در این بین، سازمان های آتش نشانی از جایگاه ویژه ای برخوردارند. از اینرو توانمندسازی و ارتقای کارآمدی ارگان های بحران مداری مانند سازمان آتش نشانی می تواند در کاهش آثار مخاطرات بسیار موثر باشد. از آنجا که اصل حفاظت از جان انسان و حفظ محیط زندگی انسانی باید به مثابه راهبرد در تصمیم گیری های کلی ملی و شهرسازی لحاظ شود. پیشگیری از حریق شامل تمامی اقداماتی که سازمان جهت کاهش حوادث آتش سوزی انجام می دهد، معمولا شیوه های پیشگیری از حریق، روی بررسی نکات مهندسی، الزامی کردن قوانین و مقررات، آموزش مردم جهت مقابله با حریق و تجزیه و تحلیل علل حوادث تمرکز دارند. پیشگیری از حریق مسئولیتی است که بر عهده تمامی عناصر سازمان آتش نشانی می باشد. از آنجایی که آتش سوزی هر مکانی را تهدید نموده و ممکن است برای هر فردی اتفاق بیفتد، عموم ملت برای حفاظت در برابر حریق مسئول می باشند. از این نظر لازم است عموم مردم در مورد خطرها، روش های پیشگیری و اصول مبارزه با آتش، اطلاعات کافی داشته باشند. بنابراین با آشنا ساختن با دستورالعمل ها و مقررات پیشگیری از بروز حریق، می توان امیدوار بود آتش سوزی به نحو چشم گیری کاهش یابد.

this research was conducted with the aim of investigating the role of non-operating defense in the fire department using descriptive-analytical method and library sources. any non-armed action that reduces the vulnerability of manpower, buildings, facilities, equipment, documents and arteries of the country against hostile and destructive operations of the enemy is called passive defense. paying attention to the principles and strategies of passive defense in a society makes it possible to identify the threats and opportunities obtained from a crisis and to manage and organize them optimally. fire stations are important and vital service centers in cities that play an important role in ensuring the safety and comfort of citizens and economic-physical development of cities. the main purpose of fire stations is to provide part of the security of the city in line with their predetermined goals. many organizations are involved in the process of risk management, each of which has a unique mission and responsibility, different resources and abilities, and functional rules and practices. meanwhile, firefighting organizations have a special position. therefore, empowering and improving the efficiency of crisis-oriented organizations such as the fire department can be very effective in reducing the effects of hazards. because the principle of protecting human life and preserving human living environment should be considered as a strategy in general national decisions and urban planning. fire prevention includes all measures that the organization takes to reduce fire accidents, usually fire prevention methods focus on engineering points, enforcing laws and regulations, training people to deal with fire and analyzing the causes of accidents. fire prevention is the responsibility of all elements of the fire department. since fire threatens any place and can happen to any person, the whole nation is responsible for fire protection. from this point of view, it is necessary for the general public to have sufficient information about the dangers, prevention methods and the principles of fire fighting. therefore, by becoming familiar with fire prevention guidelines and regulations, we can hope that fires will be significantly reduced.
