بررسی ساز و کار سیستم سنجش عملکرد با تاکید بر نوع کارکرد، سطوح پیچیدگی و عدم قطعیت محیطی، مطالعه موردی هلدینگ خلیج فارس

هدف هر سیستم سنجش عملکرد، به عنوان ساز وکاری از اهرم‌های کنترل، تمرکز و انتقال اطلاعات مالی و غیر مالی برای اثرگذاری بر تصمیم‌گیری و اقدامات مدیریت است. دو کارکرد تشخیصی و تعاملی سیستم سنجش عملکرد، به عنوان سیستم‌های اندازه گیری و بازخورد مورد استفاده برای طراحی و اجرای استراتژی‌ها، به مدیریت در هماهنگی فعالیت‌های سازمان کمک می‌کند. پژوهش حاضر بر آن است تا نحوه اثر کارکرد تشخیصی، تعاملی و سطوح پیچیدگی سیستم سنجش عملکرد بر نتایج سازمانی و اثر متغیر اقتضایی مداخله گر عدم‌قطعیت محیطی بر سطوح پیچیدگی و نتایج سازمانی مترتب را در در 46 شرکت فعال در صنعت پتروشیمی طی سال 1401 واکاوی نماید و در این رابطه در چارچوب اهرم‌های کنترل سیمونز، جهت طراحی و کارکرد سیستم سنجش عملکرد و تئوری اقتضایی با رویکرد سازگاری – میانجی، به آزمون فرضیه های طراحی شده با متد معادلات ساختاری حداقل مربعات جزئی ، می‌پردازد. یافته‌ها نشان می‌دهد که کارکرد تعاملی با مزایای سیستم سنجش عملکرد رابطه مثبت معنادار دارد لیکن رابطه کارکرد تشخیصی با مزایای سیستم سنجش عملکرد تائید نگردید. همچنین ارتباط معنادار سطوح پیچیدگی و عدم قطعیت محیطی با مزایای سیستم سنجش عملکرد ، مزایای سیستم سنجش عملکرد با عملکرد سازمانی، کارکرد تشخیصی و تعاملی با سطوح پیچیدگی سیستم سنجش عملکرد، عدم قطعیت محیطی با کارکرد تشخیصی و تعاملی، تائید گردید.

background and purpuse : the contemporary competitive landscape presents challenges in attaining strategic objectives. in response, organizations are increasingly focusing on strategicalignment, management controls, and effective operational systems to mitigate uncertainties and ensure goal attainment organizational performance emerges from the interplay of controlmechanisms, strategies, and structural frameworks. the primary objective of any performance measurement system (pms), as a pivotal control mechanism, is to capture and disseminateboth financial and non-financial data to inform decision-making processes and guide managerial interventions. the dual diagnostic and interactive functions of pms, serving asmeasurement and feedback systems pivotal in strategizing and implementation, facilitate managerial coordination of organizational activities. the significance of this study lies in itsmeticulous examination of the repercussions stemming from the appropriateness of pms design and function type, alongside its effectiveness vis-à-vis other contingent variables. theimperative nature of this inquiry is underscored by the pivotal role of pms in management accounting, compounded by the limitations of conventional models like the balancedscorecard (bsc) within iranian organizational contexts. thus, this research endeavors to explore the impact of the interactive function of pms and its complexity levels on organizational outcomes, as well as the moderating influence of environmental uncertainty on complexity levels and subsequent organizational performance. to accomplish these objectives, the present study adopts the framework of control levers (loc) to delineate thedesign and interactive function of pms. employing contingency theory in conjunction with a compatibility-mediator approach, a tailored methodology is devised to elucidate the discernible disparities in path coefficients among variables within structural models. this entails testing hypotheses formulated across various departments within operational entities under the aegis of the persian gulf holding group.
