شاخصه‌های ارزشی و کنشی دولت تراز در محیط منطقه‌ای و بین‌الملل مبتنی بر بیانیه گام دوم انقلاب اسلامی

بر اساس اهداف انقلاب اسلامی، یکی از ضرورت‌های اساسی، نظریه‌پردازی در راستای تحقق «تمدن نوین اسلامی» و تدوین راهبرد جهت «سربلندی ایران» در «پیچ تاریخی جهانی» است. بنابر نظریه‌های ارائه‌شده که مرجعیت علمی آن آیت‌الله خامنه‌ای هستند؛ فرایندهایی جهت برپایی دولت اسلامی و نهایتاً دستیابی به این هدف فوق‌الذکر تعریف شده‌اند. به تصریح آیت‌الله خامنه‌ای، گام اصلی حرکت تمدنیِ انقلاب اسلامی در مقطع کنونی، ایجاد دولت اسلامی بوده و در این راستا با انتشار بیانیه گام دوم انقلاب اسلامی تلاش شده تا چشم‌اندازی برای این هدف تصویر گردد. در پژوهش پیشِ‌رو هدف استخراج شاخصه‌های دولت مطلوب و تراز انقلاب اسلامی در دو بُعد ارزشی و کنشی ناظر به سطوح منطقه‌ای و بین‌المللی است. در این راستا ویژگی‌های دولت تراز و مطلوب گفتمان منطبق بر متن بیانیه گام دوم انقلاب اسلامی مورد بررسی قرار گرفته است. نتایج این پژوهش که با استفاده از روش‌های توصیفی-تحلیلی و ابزارهای کتابخانه‌ای به شیوه سندکاوی انجام گردیده نشان می‌دهد؛ مهم‌ترین ویژگی‌های دولت تراز انقلاب در سطح منطقه‌ای و جهان اسلام، شامل وحدت‌گرایی و صلح‌طلبی، ام القرا و الگوسازی ایرانی-اسلامی، امنیت‌زایی و حمایت از مقاومت است و شاخص‌های کنشی سطح بین‌المللی شامل پایبندی به قاعده عزت، حکمت و مصلحت، استقلال‌گرایی ضد هژمونیک، اخلاق‌گرایی و پایبندی به توافقات و تعهدات بین‌المللی می‌باشد.

value-based and behavioral indicators of an ideal government in the regional and international arena based on the statement of the second phase of the revolution

one of the fundamental necessities, based on the goals of the islamic revolution, is theorizing to realize the new islamic civilization and formulating strategies for iran's dignity in the global historical turn. according to the theories presented, whose scientific authority is ayatollah khamenei, processes have been defined to establish an islamic government and ultimately achieve the aforementioned goal. as emphasized by ayatollah khamenei, the main step in the civilizational movement of the islamic revolution at the current stage is the establishment of an islamic government. in this regard, the issuance of the statement of the second phase of the revolution has sought to outline a vision for this objective. the aim of this research is to extract the indicators of an ideal and benchmark government of the islamic revolution in both value-based and behavioral dimensions, focusing on regional and international levels. in this context, the characteristics of an ideal and benchmark government aligned with the discourse of the statement of the second phase of the revolution have been examined. the results of this research, conducted using descriptive-analytical methods and library tools through document analysis, indicate that the most important characteristics of the benchmark government of the revolution at the regional and islamic world levels include: unity-seeking and peace advocacy, being the umm al-qura (central nation) and modeling an iranian-islamic paradigm, security-building, and supporting resistance. at the international level, the behavioral indicators include: adherence to the principles of dignity, wisdom, and expediency, anti-hegemonic independence-seeking, ethical orientation, and commitment to international agreements and obligations.
