بررسی موانع و راهکارهای خصوصی‌سازی از منظر آیت‌الله خامنه‌ای با رویکرد تحلیل مضمون

مبحث «خصوصی‌سازی» در صنایع کشورهای درحال‌توسعه، یکی از مهم‌ترین مسائل دو دهه اخیر بوده است. اکثر  کشورهای پیشرفتۀ صنعتی از دهه‌های گذشته به خصوصی‌سازی شرکت‌های دولتی روی آورده‌اند. در جمهوری اسلامی ایران نیز، بعد از ابلاغ سیاست‌های کلی اصل 44، واگذاری امور به بخش خصوصی شتاب بیشتری گرفت و در ادبیات و گفتمان رهبر انقلاب بر موضوع واگذاری امور اقتصاد به آحاد مردم و تقویت بخش خصوصی تاکید ویژه شد. این پژوهش با روش تحلیل مضمون به منظومۀ فکری آیت‌الله خامنه‌ای دربارۀ خصوصی‌سازی پرداخته و پس از بررسی بیانات ایشان، با کدگذاری فیش‌ها، 153 کد متناسب استخراج و 94 مضمون پایه‌ای احصا شده و با دسته‌بندی مضامین پایه‌ای، 30 مضمون سازمان‌دهنده و سرانجام 4 مضمون فراگیر اهمیت، الزامات، موانع و راهکارهای آن به شرح ذیل استخراج گشته است. اهمیت خصوصی‌سازی: ظرفیت نرم‌افزاری پیشرفت اقتصادی کشور؛ زیربنای قانونی اقتصاد کشور؛ تقویت سرمایه‌گذاری داخلی و خارجی؛ زمینۀ رشد اقتصادی، دخالت دادن مردم در کار تولید؛ مکمل و متمم اقتصاد عدالت‌محور؛ جبران عقب‌ماندگی‌های اقتصادی و تحول در اقتصاد. الزامات خصوصی‌سازی: عدم تصمیم‌گیری شخصی در باب واگذاری فعالیت‌های اقتصادی؛ مدنظر قرار دادن همۀ بندهای سیاست‌های اصل 44 به‌طور جامع؛ شفافیت در مقررات؛ اطلاع‌رسانی به مردم؛ حمایت کامل قضایی از مالکیت‌های قانونی؛ مطالبه‌گری دربارۀ سیاست‌های اصل 44؛ تنظیم همۀ سیاست‌های کشور با سیاست‌های اصل 44. موانع خصوصی‌سازی: گستره عظیم مالکیت دولتی؛ واگذاری کارخانه‌های ذیل اصل 44 به سوءاستفاده‎‌گران؛ لغزش‌های صورت‌گرفته در خصوص سیاست‌های اصل 44؛ عدم اعمال صحیح اصل 44 برای ورود بخش خصوصی به اقتصاد؛ نبود مدیریت صحیح اقتصادی و اشکال علمی. راهکارهای خصوصی‌سازی: توانا کردن بخش خصوصی در جهت سرمایه‌گذاری‌های بزرگ؛ تاکید بر اجرای صحیح سیاست‌های اصل 44 و پرهیز از افراط و تفریط در آن؛ سهام عدالت و راه‌اندازی سامانه‌های اطلاعاتی و خدماتی برای جلوگیری از فساد در اجرای سیاست‌های اصل 44.

investigating obstacles and solutions to privatization from the perspective of the supreme leader of the revolution with thematic analysis approach

the issue of privatization in the industries of developing countries has been one of the most important problems in the last two decades. most of the governments of advanced industrial countries have turned to the privatization of state-owned enterprises in the past decades. devolution of affairs to the private sector gained more momentum after the announcement of the general policies of article 44, and in the literature and speech of the supreme leader of the revolution, special emphasis has been placed on the issue of devolution of economic affairs to the people and strengthening the private sector. this research deals with the thought system of the leadership regarding privatization with thematic analysis method and after reviewing the text of the statements several times, 153 appropriate codes were extracted by coding the extracted slips and then by categorizing the codes, it was counted into 94 basic themes. next, by categorizing the basic themes, 30 organizing themes and at the end 4 overarching themes of importance, requirements, obstacles and solutions were extracted. the importance of privatization in the eyes of the supreme leader of the revolution includes: the software capacity of the country's economic progress, the legal infrastructure of the country's economy, the strengthening of domestic and foreign investment, the context of economic growth, the involvement of people in the work of production, the complement and complement of the justice-oriented economy, the factor of compensating economic backwardness and it includes the transformation factor in the economy. privatization requirements in the eyes of the supreme leader of the revolution are things such as: not making personal decisions about handing over economic activities, taking into account all policy clauses of article 44 comprehensively, transparency in regulations, informing the people, full judicial support of legal ownership, emphasis on demanding regarding the policies of article 44, it includes the need to regulate all policies of the country with the policies of article 44. obstacles to privatization in the eyes of the supreme leader of the revolution are things like: the huge extent of state ownership, the need to take care of handing over factories under article 44 to abusers, removing the slippages made regarding the policies of article 44, the need for the correct application of article 44 and the entry of the private sector into the economy. it includes the need for proper economic management and preventing and removing scientific obstacles. privatization solutions in the eyes of the supreme leader of the revolution include things such as: empowering the private sector for large investments, emphasizing the correct implementation of article 44 policies and avoiding excesses in it, equity and setting up information and service systems to prevent corruption in the implementation of policies. it includes article 44.
