افول هژمونی ایالات متحده در پرتو خیزش چین و چالش‌های پیش‌رو

یکی از ابعاد افول نسبی هژمونی آمریکا، با توجه به ظهور قدرت‌های جدید اقتصادی به عنوان رقبای جدی این کشور در آینده نزدیک سنجیده می‌شود. هژمونی اقتصادی ایالات متحده پس از سال ها بحران و تلاطم در دنیای اقتصاد سیاسی بین‌الملل، در سال‌های اخیر به طور جدی به وسیله اقتصادهای نوظهور مانند اتحادیه اروپا، برزیل، روسیه، هند و به ویژه چین به رقابت طلبیده شده است؛ به طوری که این موضوع به شدت بر توانایی آمریکا برای نفوذ و تاثیرگذاری بر امور بین‌المللی هم در حوزه سیاست و هم اقتصاد تاثیر گذاشته است. در این میان خیزش چین به عنوان پرجمعیت‌ترین کشور جهان و با دارا بودن بیشترین میزان تولید ناخالص داخلی پس از ایالات‌متحده و نیز با توجه به ظرفیت‌های عظیم سیاسی و اقتصادی و اخیرا ظرفیت رو به رشد نظامی، در حال حاضر به رقیبی جدی برای جایگاه ایالات‌متحده در سلسله مراتب قدرت جهانی تبدیل گردیده است. از این رو پرسشی که اکنون مطرح می شود این است که خیزش چین چه پیامدهای استراتژیکی برای هژمونی ایالات متحده در بردارد؟ به عنوان پاسخی موقت فرضیه پژوهش مدعی است که رشد چین در قدرت نسبی از یک سو به افزایش تمایل آن جهت ایفای نقش گسترده در نظام بین‌الملل انجامیده و از سوی دیگر با توجه به افول قدرت نسبی آمریکا و عدم تمایل آن جهت واگذاری بخشی از نقش گسترده خود، چالش‌های جدی را برای رهبری هژمونیک این کشور در عرصه بین‌المللی فراهم آورده است. نوشتار پیش رو ضمن بررسی آثار و پیامدهای ظهور چین بر هژمونی ایالات متحده و نظام بین‌‏الملل، به تحلیل و بررسی چالش‌های مختلف میان دو کشور در حوزه‏‌های مختلف خواهد پرداخت و چشم انداز آتی را مورد بحث قرار خواهدداد.

one of the dimensions of the relative decline of the united states is evaluated in the emergence light of new economic powers as serious competitors of this country in the present era. the economic hegemony of the united states، after years of crisis in the international political economy، has been seriously challenged by emerging economies in recent years، and this has greatly affected america's ability to influence international affairs. in the meantime، china، as the most populous country in the world، has become a serious competitor for the position of the united states in the world power hierarchy، due to its huge political and economic capacities and recently its growing military capacity. therefore، the question which is raised is as mentioned below; what are the strategic consequences of the rise of china for the hegemony of the united states? the research hypothesizes that china's growth in relative power on the one hand has led to an increase in its willingness to play an extensive role in the international system، and on the other hand، due to the decline of america's relative and its reluctance to cede part of its extensive role، it has provided serious challenges for the hegemonic leadership of this country in the international arena. using the analytical descriptive method and within the framework of the power cycle theory، this article examines the effects and consequences of the rise of china on the hegemony of the united states and the international system and discusses the different challenges between the two countries in different areas and their prospects.
