مقایسه دیپلماسی ورزشی جمهوری اسلامی ایران و قطر

در جهان امروز دیپلماسی ورزشی به عنوان یکی از مهم‌ترین عوامل و ابزار تولید قدرت نرم برای کشورها محسوب می‌شود. هدف این پژوهش مقایسه دیپلماسی ورزشی ایران و یکی از کشورهای منطقه خلیج ‌فارس یعنی قطر است که در این زمینه دستاوردهای قابل توجهی داشته است. سوال اصلی این پژوهش این است که چه شباهت‌ها و تفاوت‌هایی بین دیپلماسی ورزشی جمهوری اسلامی ایران و قطر وجود دارد؟ این پژوهش با استفاده از روش مقایسه‌ای انجام شده و روش گردآوری اطلاعات به صورت کتابخانه‌ای می‌باشد. مبانی نظری این پژوهش مبتنی بر قدرت نرم جوزف نای است. در واقع دیپلماسی ورزشی یکی از ابزار قدرت نرم به حساب می‌آید. یافته‌های پژوهش نشان می‌دهد که در زمینه سرمایه‌گذاری در ورزش، کشور قطر برای پیشبرد دیپلماسی ورزشی، هزینه‌های هنگفتی را انجام داده است، در حالی که وضعیت سرمایه‌گذاری و امکانات ورزشی و زیرساخت‌های کشور ایران شرایط نابسامانی را تجربه می‌کند. همچنین در زمینه قدرت و نفوذ در مجامع بین‌المللی ورزشی و در زمینه کسب امتیازات میزبانی مسابقات درجه یک و معتبر جهانی، کشور قطر نسبت به ایران شرایط ایده‌آل‌تری دارد؛ اما در کسب افتخارات بین‌المللی ورزشی، کشور ایران با توجه به جمعیت بالایی که نسبت به قطر دارد، بهتر عمل نموده است. در زمینه توسعه ورزش نیز کشور قطر نسبت به ایران پیشرفت و توسعه قابل توجه‌تری دارد و در نهایت کشور قطر از قدرت رسانه‌ای بهتری نسبت به ایران برای پیشبرد دیپلماسی ورزشی و کسب قدرت نرم بهره می‌برد.

in today's world, sports diplomacy is considered as one of the most important factors for producing soft power for the countries. the purpose of this research is to compare the sports diplomacy of iran and one of the countries of the persian gulf region, qatar, which has made significant achievements in this field. the main question of this research is, what are the similarities and differences between the sports diplomacy of the islamic republic of iran and qatar? this research was done by using a comparative method, and the method of collecting information is the library. the theoretical foundations of this research are based on joseph nye's soft power, as the use of sports diplomacy is one of the tools of soft power. the findings of this research show that in the field of investment in sports, the country of qatar has made huge expenses to promote sports diplomacy. while the state of investment and sports facilities and infrastructure in iran is experiencing disorder. in terms of power and influence in international sports forums and in terms of obtaining the privileges of hosting world-class and prestigious competitions qatar has more ideal conditions than iran; but in winning international sports honors, iran has performed better due to its large population compared to qatar. in the field of sports development, qatar has more significant progress and development than iran, and finally, qatar benefits from a better media power than iran to promote sports diplomacy and gain soft power.
