بررسی حقوقی نیازهای آموزش و پرورش در کیفیت بخشی به برنامه های فرهنگی – هنری و راهکارهای مواجهه

این پژوهش به بررسی مسائل آموزش و پرورش، به‌ویژه در حوزه فرهنگ و هنر می‌پردازد و چالش‌های موجود در نظام آموزشی را مورد تحلیل قرار می‌دهد. هدف اصلی این است که مشخص شود آیا وزارت آموزش و پرورش با صرف منابع مالی و زمانی فراوان، به اهداف تعیین‌شده در دو حوزه آموزش و تربیت (پرورش) دست یافته است یا خیر. تمرکز این مطالعه بر این است که فرهنگ و هنر، دو عنصر کلیدی و تقریباً فراموش‌شده، چگونه می‌توانند به عنوان شاهرگ‌های حیاتی در بهبود کیفیت برنامه‌های آموزشی و تربیتی عمل کنند. این دو حوزه، هرچند اغلب کنار گذاشته می‌شوند، نقش عمیقی در شکل‌گیری هویت، ارزش‌ها و خلاقیت دانش‌آموزان دارند. تمامی مباحث آموزشی به‌هم‌تنیده و متقابلاً تاثیرگذار هستند و بهبود یکی، تاثیر مثبتی بر دیگری می‌گذارد. این تحقیق به‌روش توصیفی–توسعه‌ای و با استفاده از منابع کتابخانه‌ای انجام شده و به منظور ارتقای آگاهی و کیفیت برنامه‌های فرهنگی-هنری ارائه می‌شود.کلیدواژه‌ها: مسائل، آموزش، پرورش، کیفیت‌بخشی، فرهنگ و هنر.

legal review of education needs in providing quality to cultural and artistic programs and coping strategies

this study investigates educational issues, particularly in the field of culture and art, analyzing the challenges present within the educational system. the main objective is to determine whether the ministry of education, despite allocating substantial financial and time resources, has achieved its defined goals in the two domains of education and upbringing (moral development). the focus of this research is on how culture and art—two key yet nearly neglected elements—can function as vital arteries in enhancing the quality of educational and developmental programs. although often overlooked, these two domains play a profound role in shaping students’ identity, values, and creativity. all educational topics are deeply interconnected and mutually influential; improving one aspect positively affects the others. this research is conducted through a descriptive-developmental approach using library-based resources and is presented to raise awareness and improve the quality of cultural-artistic programs.keywords: issues, education, upbringing, quality improvement, culture and art.
