موانع اجرای راهبرد پیشگیری اجتماعی در ایران

زمینه و هدف: پیشگیری اجتماعی از جمله جرم، مبارزه‌ای هدفمند از طریق تشخیص و حذف عوامل آن‌هاست. تدابیر پیشگیری اجتماعی از دو راهبرد اصلی قابل‌تحقق هستند. راهبرد اول، غیرفعال‌کردن مکانیسم‌های اجتماعی جرم‌زا و راهبرد دوم، فعال‌کردن جامعه و مکانیسم‌های اجتماعی پیشگیری از جرم است.روش: این پژوهش با رویکردی توصیفی- تحلیلی نگارش یافته است.یافته‌ها و نتایج: پیشگیری اجتماعی از جرم مستلزم وجود یک برنامه چندوجهی است که منحصراً بر نوع خاصی از جرم تمرکز نکند. عدم مشارکت نهادهای دولتی و جامعوی، فقدان نهادینه‌شدن راهبرد پیشگیری در میان متولیان سیاست جنایی و تمرکز بر راهبرد پیشگیری‌های وضعی به دلیل زودبازدهی‌بودن به عنوان مهمترین موانع اجرای راهبرد پیشگیری از جرم محسوب می‌شود که به نظر می‌رسد با هم‌افزایی مسئولان امر و به‌کارگیری سیاست جنایی مشارکتی مطلوب می‌توان از پیشگیری اجتماعی در جلوگیری یا کاهش بزهکاری در ایران بهره‌مند شد.

field and aims: social prevention, including crime, is a purposeful struggle by identifying and eliminating their causes. social prevention measures can be realized from two main strategies. the first strategy is to deactivate social mechanisms that cause crime and the second strategy is to activate society and social mechanisms to prevent crimemethod: this research was written with a descriptive-analytical approach.findings and conclusions: social crime prevention requires a multifaceted program that does not focus exclusively on a specific type of crime. the non-participation of government and community institutions, the lack of institutionalization of the prevention strategy among those in charge of criminal policy, and the focus on the situational prevention strategy due to its early effectiveness are considered as the most important obstacles to the implementation of the crime prevention strategy, which seems to be the cooperation of the authorities and the use of optimal cooperative crime policy can benefit from social prevention in preventing or reducing crime in iran.
