چکیده
|
هدف این پژوهش طراحی مدل اجرای خط مشی های اقتصادی برنامه ششم توسعه در سازمان های متصدی جنوب شرق ایران می باشد. مرحله اجرای خط مشی ها یک مرحله تعیین کننده از فرآیند سیاست گذاری اقتصادی است که شکل و تاثیر خط مشی را تعیین می کند. منطقه جنوب شرق ایران از نظر مسائل مختلف به عنوان یک منطقه حساس بشمار می آید و با توجه به نمره پایین برنامه ششم توسعه در دستیابی به اهداف اقتصادی خود، مشاهده می شود که عملی کردن برنامه ها آن طور که بنظر می رسد ساده نیست. با توجه به ماهیت پژوهش حاضر، در مرحله اول از رویکرد تئوری داده بنیاد استفاده شده است. بدین منظور پس از انجام مصاحبه با 20 نفر از خبرگان حوزه اقتصاد و اجرای خط مشی ها در منطقه جنوب شرق ایران و حاصل شدن اشباع نظری، فرایند کدگذاری باز آغاز شده و پس از انجام کدگذاری محوری، مدلی از این عوامل بدست آمده است. سپس با استفاده از پرسشنامه و روش معادلات ساختاری، مدل بدست آمده برازش شده و در مرحله آخر با استفاده از رویکرد مدلسازی ساختاری تفسیری، مدلی از راهبردهای بدست آمده ارائه شد. استفاده از اکوسیستم اجرا، دریافت بازخورد، هوشمندی سازمان های مجری، توجه به دیدگاه های مجریان در تدوین برنامه ها، بروز کردن فرایند اجرای خط مشی های اقتصادی به صورت مستمر، توجه به عوامل مداخله گر و آمادگی برای کاهش تاثیر آن ها، شفافیت در ارزیابی، تامین منابع و ابزارهای موردنیاز بخشی از پیشنهادات مبتنی بر یافته های این پژوهش می باشد.

Abstract
|
the purpose of this research is to design a model for implementation of economic policies of the 6th development plan in the administrative organizations of southeast iran. the policy implementation stage is a decisive stage of the economic policy process that determines form and effect of the policy. the south-east region of iran is considered a sensitive region in terms of various issues, and considering the low score of the 6th development plan in achieving its economic goals, it can be seen that implementing the plans is not as simple as it seems. according to the nature of the current research, in the first stage, the grounded theory approach has been used. for this purpose, after conducting interviews with 20 experts in the field of economics policies in the southeast region of iran and achieving theoretical saturation, the process of open coding was started and after axial coding, a model of these factors was obtained. then, using the questionnaire and the sem method, the obtained model was fitted, and in the last step, using the ism approach, a model was presented. using the implementation ecosystem, receiving feedback, the intelligence of organizations, paying attention to the viewpoints of the executives in formulating programs, updating the process of evaluation continuously, paying attention to interfering factors and preparing to reduce their impact, transparency in evaluation, providing necessary resources and tools. some of the suggestions are based on the findings of this research.
