طراحی نظام برون سپاری خدمات در سازمان های حمایتی (مطالعه موردی: کمیته امداد امام خمینی(ره) استان فارس)

پیچیدگی های اقتصادی، سبب ناکارآمدی سازمانها شده وآنها به دنبال تقویت شایستگی;محوری خود بوده تا با محول کردن بخشی از وظایف خود در قالب برون سپاری بدین هدف دست یابند. هدف این پژوهش طراحی نظام برون سپاری خدمات شامل اصول، فرایندها و فعالیتهای مختلف برون سپاری خدمات درکمیته امداد امام خمینی (ره) استان فارس میباشد. این پژوهش از نظر هدف کاربردی، ازجهت نوع، مطالعه موردی، از نظر زمان، مقطعی است. روش تجزیه و تحلیل کیفی توصیفی و کمی به شیوه آمیخته است که براساس مرور ادبیات و استخراج دادهها به چارچوب پیشنهادی رسیده و با مشاهده و مصاحبه های عمیق گروه کانونی از خبرگان کمیته امداد، فرایندهای مختص کمیته امداد و شاخصهای هرمرحله از فرایند،در مدل پیشنهادی تایید و به مدل نهایی و بومی شده تبدیل شده است. یافته ها در قالب ارائه یک نظام جامع برای برون سپاری خدمات در کمیته امداد امام خمینی(ره) بوده که در فرایندی با شش گام، شامل تهیه مقدمات طرح برون سپاری، شناسایی خدمات قابل واگذاری، شناسایی شاخص ها و انتخاب ارائه دهندگان خدمت، واگذاری خدمات قابل برون سپاری، سازمان دهی مجدد بخش پس از واگذاری و پایش، نظارت و کنترل خدمات واگذار شده بوده و کل نظام، از مرحله ورودی، فرایند، خروجی و بازخورد را در قالب یک مدل استاندارد برون سپاری متناسب با این نهاد به همراه شاخص های هرمرحله نشان داده است.

designing service outsourcing system in support organizations(case study: imam khomeini relief committee of fars province)

objective: economic complexity has led to the inefficiency of organizations, and they seek to strengthen their core competencies in order to achieve this goal by delegating some of their tasks in the form of outsourcing. the purpose of this study is to design a system of outsourcing of services, including the principles, processes and various activities of outsourcing services in imam khomeini relief committee in fars province.method: this research is cross sectional in terms of practical purpose, type, case study, and time. the qualitative and quantitative analysis method is mixed and quantified in a way that has been proposed based on literature review and data extraction and with observation and in depth interviews of the focus group of relief committee experts, processes specific to the relief committee and the characteristics of each stage of the process is approved in the proposed model and converted to the final and localized model.findings: findings in the form of providing a comprehensive system for outsourcing services in imam khomeini relief committee (ra) in a process with six steps, including preparing the outsourcing plan, identifying comparable services, identifying the index and selection of service providers, assignment of outstanding services, reorganization of the department after transfer and monitoring, monitoring and control of assigned services and the whole system, from the input stage, process, output and feedback in the form of a standard model of outsourcing is appropriate for this institution, along with the indicators of each stage.
