طراحی الگوی نهادهای نظامی آینده ایران مبتنی بر بیانیه گام دوم انقلاب

این تحقیق، با هدف دستیابی به الگوی نهاد‌های نظامی آینده ایران متناسب با بیانیه گام دوم انقلاب اسلامی انجام شده است. نوع تحقیق کاربردی - توسعه‌ای و روش تحقیق به صورت پیمایشی بوده است. نظریه اندیشه سیاسی حضرت امام خمینی (رحمت الله علیه)، به عنوان چارچوب نظری، تحقیق انتخاب شد. با استفاده از تکنیک دلفی (توزیع سه دور پرسش‌نامه)، ابعاد اعتقادی و معنوی، حرفه‌ای و تخصصی، با سه مولفه‌ی عقلایی، فرهنگ اسلامی - ایرانی و همشکلی و با 12 شاخص‌، مورد تایید قرار گرفتند. سپس این نتایج به روش ahp فازی دوباره در اختیار 18 خبره قرار گرفت. با تحلیل داده‌ها، اهمیت نسبی و اوزان هر یک از ابعاد، مولفه‌ها و شاخص‌های طرح نهاد‌های نظامی آینده تعیین گردید و با تکنیک vikor فازی رتبه آنها محاسبه شد. همچنین با استفاده از روش دیمتل روابط بین ابعاد، مولفه‌ها و شاخص‌های این الگو مشخص و شبکه روابط بصورتی یکپارچه صورت بندی و مدل تحلیل طراحی شد که بیانگر شدت اثر بین ابعاد و مولفه‌ها می‌باشد. یکی از مهمترین نتایج تحقیق این است که در ترکیب نهاد‌های نظامی آینده ایران، بعد « اعتقادی و معنوی(مکتبی)» دارای وزن بیشتری بوده و بعد « حرفه‌ای» و «تخصصی» به ترتیب در اهمیت بعدی قرار دارند. شناسایی الگو و طرح کارآمد برای آینده نهادهای نظامی ایران، ضمن کسب آمادگی در مقابل تهدیدات‌ منطقه‌ای‌ و فرا منطقه‌ای و نیل به قابلیت‌های محوری، به این نهادها کمک می‌کند تا سامانه‌های رزم خود را طراحی کرده و توان بازدارندگی خود را ارتقا دهند.

designing iran’s future military institutions in accordance with the “second phase of the revolution”

the aim of this research is to develop a model for future military institutions in iran that aligns with the second statement of the islamic revolution. the research is of an applied-development nature, employing a survey-based research method. data collection was conducted through fieldwork using interviews and questionnaires, employing the delphi technique (three-round questionnaire distribution) with 3 dimensions, 3 components, and 12 final indicators. the future military institutions consist of ideological and spiritual, professional and specialized dimensions, validated with three components: rationality, islamic-iranian culture, and homogeneity. subsequently, the questionnaire (and semi-structured interviews) was provided to 18 experts using the snowball sampling method and the fuzzy ahp method. through data analysis, the relative importance and weights of each dimension, component, and indicator of the future military institution model were determined, and their rankings were calculated using the fuzzy vikor technique. additionally, using the dematel method, the relationships between dimensions, components, and indicators of this model were identified, leading to the design of a comprehensive network of relationships and an analytical model. future military institutions in iran exhibit a hierarchical structure, specialization, and high meritocracy. employee performance control will be carried out through output indicators.
