شاخص‌های برنامه‌ریزی فرهنگی از منظر قرآن و احادیث

فرهنگ که مجموعه‌ای از آداب‌ورسوم و ارزش‌های یک ملت و جامعه است، شالوده و اساس رفتار، گفتار و عملکرد انسان را در زندگی تشکیل می‌دهد. به همین جهت فرهنگ در جوامع و مکاتب گوناگون از جایگاه و اهمیت فوق‌العاده‌ای برخوردار بوده و برای شکل‌گیری، تثبیت، اصلاح و بقای آن برنامه‌ریزی صورت می‌گیرد. دین اسلام نیز در ترویج فضایل و آداب‌ورسوم نیکو نقش موثری داشته و منشا اخلاق و متولی تعریف رابطه انسان با خدا و جهان هستی و تصویر کننده مبدا و مقصد آفرینش و روشن‌کننده مسیر حرکت انسان به‌سوی اهداف متعالی و کمال انسانی است که مجموع این امور، فرهنگ متعالی اسلام را تشکیل می‌دهد. این پژوهش با هدف تبیین مهم‌ترین شاخص‌های برنامه‌ریزی فرهنگی از منظر قرآن و احادیث نگاشته شده تا متولیان برنامه‌ریزی فرهنگی این شاخص‌ها را مدنظر قرار دهند. روش تحقیق از نوع کیفی بوده و روش پژوهش توصیفی تحلیلی است. شیوه گردآوری اطلاعات نیز به‌صورت کتابخانه‌ای و با استناد به کتاب‌ها، مقالات، پایان‌نامه‌ها، تفاسیر، آیات قرآن و روایات ائمه اطهار (علیهم السلام) انجام گرفته است. یافته‌های تحقیق نشان داد برجسته‌ترین شاخص‌های برنامه‌ریزی فرهنگی از دیدگاه قرآن و احادیث، جذابیت و تنوع شیوه‌ها و برنامه‌ها، مرحله‌بندی، قاطعیت و عدم سازش در اصول، انتخاب مسئولان متعهد و متخصص، حذف امور بیهوده، صبر و استقامت، شرح صدر، خلاقیت، سلوک اخلاقی و رفتار اسلامی و نظارت و ارزشیابی می‌باشد.

culture, which encompasses the customs, traditions, and values of a nation and society, forms the foundation and essence of human behavior, speech, and actions in life. therefore, culture holds exceptional importance in different societies and schools of thought, and planning is undertaken for its formation, stabilization, correction, and continuity. islam has played a significant role in promoting virtues, good manners, and customs, serving as the source of ethics and defining the relationship between humans, god, and the universe. islam also portrays the origin and purpose of creation, illuminating the path for humans towards lofty goals and the perfection of humanity. together, these elements form the sublime culture of islam. this research aims to explain the most important cultural planning indicators derived from the qur’an and hadith so that cultural planners can take these factors into consideration. the research method is qualitative, and the approach is descriptive-analytical. data collection was carried out through library research, referring to books, articles, theses, exegeses, qur’anic verses, and narrations from the infallible imams (peace be upon them). the findings revealed that the most prominent cultural planning indicators from the perspective of the qur’an and hadith include the attractiveness and diversity of methods and programs, phasing, decisiveness and unwavering principles, selecting committed and specialized officials, eliminating superfluous matters, patience and perseverance, open-mindedness, creativity, ethical conduct, islamic behavior, and monitoring and evaluation.
