سیر دگرگونی و تکامل مشارکت شهروندان در برنامه‌ریزی شهری درگذر زمان بر پایۀ انگاشت‌های ارتباطات و مقتدرسازی اجتماع منسجم محلی

مشارکت شهروندی فرایند تصمیم‌گیری‌های عمومی اثرگذار بر منافع فردی و جمعی است که بخشی از دموکراسی را در چهارچوب رابطۀ اعطای قدرت بین شهروندان و حکومت قرار می‌دهد. این فرایند، که در برنامه‌ریزی شهری و در جوامع توسعه‌یافته موردتوجه قرارگرفته، نیازمند بستر مناسب ارتباطی است. از طرفی شکل‌گیری آن به میزان تحقق فرایند مقتدرسازی اجتماعات منسجم محلی وابسته است که طی آن افراد و اجتماعات قدرت تاثیرگذاری بر محیط پیرامون خود را پیدا می‌کنند و تمرکززدایی در قدرت را به‌همراه دارد. ازاین‌رو، این مقاله با هدف مطالعه و تحلیل چگونگی ارتقای مشارکت شهروندی در برنامه‌ریزی شهری از طریق مقتدرسازی اجتماعات منسجم محلی در بستر ارتباطی فضای مجازی انجام شده است. به‌منظور دستیابی به اهداف مقاله بازبینی متون مرتبط با چهارچوب‌های مشارکت شهروندی، مقتدرسازی اجتماع منسجم محلی، ارتباطات با به‌کارگیری روش تحلیل متون مدون، بر پایۀ روش‌های پژوهش تحلیل تفسیری-تاریخی و مقایسه‌ای زمینه‌های مشترک سه انگاشت پایه به‌صورت موازی بر محور زمان ساماندهی شده است. یافته‌های تحلیل‌های به‌کاررفته در این مقاله مبین ارتقای تدریجی مشارکت شهروندی در برنامه‌ریزی شهری در گذر زمان و در جهت دموکراتیک‌تر کردن جوامع است. افزون‌بر این گسترش امکان ارتباطات و افزایش روند تحقق مقتدرسازی اجتماعات محلی در پیشبرد این روند نقش بسزایی داشته است.

evaluation analyses of citizen participation in over the time, based on the concept of communication and empowerment community

citizen participation, a process of public decision that affects individual and collective interests, is a part of democracy within the relationship between empowering citizens and the government, and nowadays, the capability of retaliating in urban planning has been considered in developed societies. realizing this process, which forms in the context of communication, depends on the empowerment communities process, in which people and communities can affect their environment, leading to decentralization in power. therefore, this article aims to study and analyze how to promote citizen participation in urban planning through the empowerment of local cohesive communities in the communication platform of virtual space.therefore by considering three concepts of communication, community empowerment, and citizen participation via three below ways, we tried to find the participation of the three above concepts over time 1- content analyses, 2- historical research, 3-comparative research. the analysis results in this paper express the gradual improvement of citizen participation in urban designing over time and to make more democratized communication; in addition, the possibility of relationship development and network communication in virtual communities and increasing the empowerment of communities are very useful in this process.
