واکاوی ابعاد و مولفه های مدل حکمرانی خوب در نظام دانشگاهی

نظریه حکمرانی خوب از جدیدترین مباحث توسعه در جهان کنونی است و نظام دانشگاهی نیز مانند سایر نظام های سیاسی نیازمند درک عمیق و گسترده از عوامل، مولفه ها و ویژگی هایی می باشد که آن را کارآمدتر و اثربخش تر می کند. هدف اصلی این تحقیق ارائه الگوی حکمرانی خوب در نظام دانشگاهی است. با استفاده از ابزار فراترکیب با روش هفت مرحله ای سندلوسکی و بارسو به ارزیابی و تحلیل نظام مند 317 مورد از یافته های پژوهش های گذشته پرداخته شده است و بعد از انجام مراحل پایش به 50 مقاله مربوط کاهش یافت. در انتها نیز به روش پرسشنامه نظر 11 نفر از خبرگان و مدیران دانشگاهی جمع آوری گردید و با استفاده از روش آنتروپی شانون بر اساس رویکرد تحلیل محتوا به تعیین ضریب اثر عوامل شناسایی شده، پرداخته شد. طبق این پژوهش تعداد پنج بعد اصلی شامل، پایبندی به قانون، عملکرد دولت، مشارکت ، رهبری و چشم انداز گردید که بعد پایبندی به قانون شامل مولفه های ( کنترل فساد، شفافیت، ثبات سیاسی، کیفیت قوانین و عدالت ) می باشد و بعد عملکرد دولت از مولفه های ( پاسخگویی، اثربخشی و کارایی، برنامه ریزی) و بعد مشارکت از مولفه ی ( مشارکت مردم در تصمیم گیری ) و بعد رهبری از مولفه های ( توانمند سازی و توسعه خلاقانه، وظایف رهبری و مسئولیت پذیری ) و بعد چشم انداز از مولفه ( تعیین رویکرد و آرمان های سیاسی و اقتصادی) تشکیل شده است. نتایج نشان داد مولفه شفافیت بیشترین تاثیر را بین مولفه های تحقیق داراست.حکمرانی خوب باید در وهله اول قوانین بسیار عادلانه و مترقی تصویب نماید و تمام دستگاه و سازمانهای کشور از قانون تبعیت کرده و پشتیبانی های لازم جهت پایبندی به آن را انجام داده و زمینههای لازم جهت مشارکت مردم در حکمرانی را انجام دهد و از نخبگان و افراد صاحب نظر جهت طراحی چشم انداز بهره گیرد.

presenting a model of good governance in iran's government organizations with an emphasis on ethical issues

the theory of good governance is one of the newest development topics in the world today, and iran, like otherpolitical systems, needs a deep and broad understanding of the factors, components, and characteristics that make it more efficient and effective. the main goal of this research is to explore the dimensions and components of the good governance model in the academic system. using the meta synthesis tool with the seven step method of sandelowski and barso, a systematic evaluation and analysis of 317 findings from past research was carried out, and after the monitoring stages, it was reduced to 50 relevant articles. finally, the opinions of 11 experts andmanagers were collected using a questionnaire, and the shannon entropy method based on the content analysisapproach was used to determine the effect coefficient of the identified factors. according to this research, five main dimensions were identified, including adherence to the law, government performance, participation, leadership, and vision. the adherence to the law dimension includes the components of (corruption control, transparency, political stability, quality of laws and justice), and the government performance dimension consists of the components of (accountability, effectiveness and efficiency, planning), and the participation dimension consists of the component of (people's participation in decision making), and the leadership dimension consists of the components of (empowerment and creative development, leadership duties, and accountability), and the vision dimension consists of the component of (determining political and economic approaches and ideals). the results showed that the transparency component has the greatest impact among the research components. good governance must first enact very fair and progressive laws, and all the country's institutions and organizations must comply with the law, provide the necessary support for adherence to it, and provide the necessary grounds for people's participation in governance, and use elites and experts to design the vision.
