تاثیر عوامل موثر بر بهینه خط مشی سازمان های فرهنگی بر اساس خبرگان وزارتخانه میراث فرهنگی، صنایع دستی و گردشگری

تحقیق حاضر با هدف بررسی تاثیر عوامل موثر بر بهینه خط مشی سازمان های فرهنگی براساس مصاحبه خبرگان وزارتخانه میراث فرهنگی، صنایع دستی و گردشگری است. روش تحقیق کیفی و جامعه آماری به روش نظریه داده بنیاد شامل تمام صاحب نظران و خبرگان دانشگاهی و مدیران میانی وزارتخانه میراث فرهنگی، صنایع دستی و گردشگری درک شور بودند. حجم نمونه ی آماری 15 نفر به روش هدفمند و نظری (قضاوتی) انتخاب شدند.ابزار گردآوری داده های تحقیق استفاده از پرسش های نیمه ساختاریافته با روش دلفی بود. برای تجزیه و تحلیل اطلاعات جمع آوری شده پس از استخراج و اشباع نظری، دستته بندی و تجمیع شده با توافق نظر خبرگان و صاحب نظران در پنج دور مصاحبه در بخش کیفی گویه های هر بخش با برگه های کدگذاری تجزیه و تحلیل شدند. در بخش کیفی با استفاده از روش کدگذاری باز، محوری وانتخابی با انتخاب مقوله های اصلی تحقیق تا رسیدن به اشباع نظری کدگذاری مصاحبه ها بر اساس کدگذاری باز یا کدگذاری اولیه در مرحله اول، در مرحله دوم اقدام به دسته بندی مقولات عمده بر اساس محتوا به صورت مفهومی و انتزاعی تحت عنوان کدگذاری محوری گردید و در مرحله سوم کدگذاری انتخابی (گزینشی) انجام شد که به مقایسه هر مقوله محوری با دیگر مقوله ها پرداخته و در نهایت به ارائه مدل بر اساس مدل نظام مند اشتراوس و کوربین اقدام شد. نتایج نشان داد که وزارتخانه میراث فرهنگی، صنایع دستی و گردشگری به منظور حرکت به سمت الگوی خط مشی گذاری فرهنگی و تحول در حوزه فرهنگی لازم است ضمن توجه به الگوی ارائه شده در این تحقیق ابتدا با روش های مختلف علمی و با نگاه آسیب شناسانه اقدام و در قالب نظام مسائل، مسئله های اصلی فرهنگی در ارتباط با وزارتخانه میراث فرهنگی، صنایع دستی و گردشگری و جامعه را احصا و سپس ضمن لحاظ کردن تاثیرات، مداخله گر و زمینه ای؛ راهبردهای عوامل علی مشخص و بلندمدتی را برای برون رفت از وضعیت موجود ارائه کنند.

the effect of effective factors on the optimal policy of cultural organizations based on the experts of the ministry of cultural heritage, handicrafts and tourism

the present study aims to investigate the effect of factors on the optimal policy of cultural organizations based on interviews with experts from the ministry of cultural heritage, handicrafts and tourism. the qualitative research method and the statistical population using the grounded theory method included all academic experts and middle managers of the ministry of cultural heritage, handicrafts and tourism in the country. the statistical sample size of 15 people was selected through a purposeful and theoretical (judgmental) method. the research data collectiontool was the use of semi structured questions using the delphi method. to analyze the information collected after extraction and theoretical saturation, it was categorized and aggregated with the agreement of experts and scholars in five rounds of interviews in the qualitative section. the items of each section were analyzed with coding sheets.in the qualitative part, using open, axial and selective coding methods, the main research categories were selected until theoretical saturation was reached. the interviews were coded based on open coding or initial coding in thefirst stage. in the second stage, the main categories were categorized based on content in a conceptual and abstractmanner under the title of axial coding. in the third stage, selective coding was performed, which compared each axial category with other categories and finally presented a model based on the systematic model of strauss and corbin. the results showed that in order for the ministry of cultural heritage, handicrafts and tourism to move towards a cultural policy making model and change in the cultural field, it is necessary to first act with variousscientific methods and with a pathological perspective, and in the form of a system of problems, to enumerate the main cultural issues in relation to the ministry of cultural heritage, handicrafts and tourism and society, and then, while taking into account the effects, interventionist and contextual; provide specific, long term causal strategies to overcome the current situation.
