بررسی و تبیین چالش های نظام اداری در جهان سوم

کشورهای در حال توسعه‌، جوامع رو به رشد‌، جهان سوم ، همه عناوینی برای توصیف گروهی از کشورهاست که دارای تشابهات اقتصادی‌، سیاسی‌، اداری‌، اجتماعی‌، فرهنگی‌، فنی و تکنولوژیک هستند‌. یکی از جنبه ‌های مشترک بین کشورهای جهان سوم‌، خصوصیات نظام اداری حاکم بر این جوامع و مشکلات ناشی از آنهاست. خصوصیات مذکور به ‌گونه ‌ای مشابه هستند که این کشورها را به نحو بارزی از دیگر ممالک متمایز می‌سازد. خصوصیات و مشکلات نظام اداری حاکم بر این قبیل کشورها‌، زیربنایی است و از ویژگی‌های آن می‌توان به چالش‌هایی مشترکی که می‌توانند باعث کاهش توانمندی‌های اقتصادی، کاهش کیفیت خدمات عمومی، تضعیف حکمرانی خوب و توسعه پایدار شوند. دراین مقاله با استفاده از روش فراترکیب و با بهره گیری از پروتکل prismaچارچوبی برای مطالعات درباب چالش ها و معضلات نظام اداری ارائه میدهیم. به این منظبور، 300مقاله برگرفته از از پایگاههای اطلاعاتی google scholar، elsevier ، science direct، isi، mendeley، researchgate، در بازۀ زمانی سالهای 2008تا 2023مورد بررسی قرار گرفت. پبس از انجام دو مرحله غربالگری، 24پژوهش به عنوان مقاله جهت تحلیل عمیق تر شناسایی شدند و در نهایت چارچوبی مطالعاتی در چالش ها و معضلات نظام اداری ارائه شد. نتایج حاصل از پژوهش حاکی ازآن بود که دو زمینه اصلی و فرعی شناسایی شدند و براساس زمینه های فرعی حاصل از کدبندی های مقالات، زمینه های اصلی پژوهش که شامل اجرایی،قانونی،فرهنگی شناسایی شدند و به وسیله کدگذاری های مقالات ( زمینه های اصلی و فرعی ) به مدل پژوهش ، تفسیر و تحلیل ها و نتایج پژوهش تحقق یافتیم.

examining and explaining the challenges of the administrative system in the third world

developing countries, growing societies, third world, are all titles to describe a group of countries that have economic, political, administrative, social, cultural, technical and technological similarities. one of the common aspects between third world countries is the characteristics of the administrative system governing these societies and the problems caused by them. the mentioned characteristics are similar in a way that distinguishes these countries from other countries. the characteristics and problems of the administrative system governing such countries are fundamental, and its characteristics include common challenges that can reduce economic capabilities, reduce the quality of public services, weaken good governance and sustainable development. in this article, we present a framework for studies on the challenges and problems of the administrative system using the meta-combination method and using the prisma protocol. in this regard, 300 articles taken from the databases of google scholar, elsevier, science direct, isi, mendeley, researchgate, were examined in the period of 2008 to 2023. after performing two stages of screening, 24 studies were identified as articles for deeper analysis, and finally, a study framework was presented on the challenges and problems of the administrative system. the results of the research indicated that two main and sub-fields were identified and based on the sub-fields obtained from the coding of the articles, the main fields of the research which include executive, legal and cultural were identified and by coding the articles (the main fields and sub) to the research model, interpretation and analysis and the results of the research were realized.
