بررسی و ارزیابی راهبردهای تامین منابع مالی پایدار برای شهرداری ها مورد مطالعه: شهرداری مرودشت

پژوهش حاضر با هدف بررسی و ارزیابی راهبردهای تامین منابع مالی پایدار در شهرداری مرودشت انجام شده است. در این پژوهش ضمن ارزیابی و تجزیه و تحلیل منابع درآمدی شهرداری مرودشت در بازه‌ زمانی پنج ساله (1401-1397)، به معرفی منابع مالی پایدار و ارزیابی راهبردهای بالقوه تامین این منابع مالی در این شهرداری پرداخته شده است. روش تحقیق در این پژوهش، توصیفی- پیمایشی، مقطعی و کاربردی است. جامعه آماری پژوهش شامل40 نفر از مدیران و کارشناسان خبره شهرداری مرودشت و پژوهشگران و صاحبنظران امور مالی و درآمد بود. به منظور ارزیابی میزان پایداری منابع مالی و درآمدی شهرداری مرودشت، از پرسشنامه محقق‌ساخته استفاده شده است. روایی پرسشنامه با استفاده از نظر اساتید، صاحبنظران و همچنین کارشناسان جامعه مورد مطالعه تایید گردید و پایایی آن از طریق محاسبه آلفای کرونباخ، 87.65 بدست آمد. داده های پژوهش به وسیله نرم‌افزار spss و در دو قالب آمار توصیفی و آمار استنباطی مورد تجزیه و تحلیل قرار گرفت. یافته های پژوهش حاصل از مقایسه میانگین دو جامعه مستقل (مدیران و پژوهشگران) در موضوع درآمدهای پایدار و ناپایدار شهرداری مرودشت، حاکی از عدم درک متقابل دو گروه از یکدیگر در قبال فعالیت های پیشین سیستم مدیریت شهری می باشد. علاوه بر این نتایج این پژوهش نشان دادند که درآمد ناشی از فصول عوارض عمومی و درآمد حاصل از وجوه و اموال شهرداری جزء منابع درآمدی پایدار و اعانات و هدایا و دارایی‌ها جزء ناپایدارترین درآمدهای شهرداری به حساب می‌آید. همچنین با ارزیابی امتیاز عوامل استراتژیک داخلی در قالب نقاط قوت و ضعف و ارزیابی امتیاز عوامل استراتژیک خارجی در قالب نقاط فرصت و تهدید مشخص گردید این امتیاز در قسمت استراتژی محافظه کارانه قرار می‌گیرد.

investigating and evaluating sustainable financing strategies for municipalities case of study: marvdasht municipality

the current research was conducted with the aim of investigating and evaluating the strategies for providing sustainable financial resources in marvdasht municipality. in this research, along with evaluating and analyzing the revenue sources of morvdasht municipality in a five-year period (2018-2022), introducing sustainable financial resources and evaluating the potential strategies of providing these financial resources in this municipality. the research method in this study is descriptive-survey, cross-sectional and applied. the research data were analyzed using spss software and in two formats, descriptive statistics and inferential statistics (including: t-test of two independent groups, swot analytical model and student's t-test). the research findings from the comparison of the average of two independent communities (administrators and researchers) on the issue of stable and unstable incomes of marovdasht municipality indicate a lack of mutual understanding between the two groups regarding the previous activities of the urban management system. in addition, the results of this research showed that the income from public tolls and the income from municipal funds and properties are among the stable sources of income, and donations, gifts, and assets are among the most unstable municipal incomes. also, by evaluating the score of internal strategic factors in the form of strengths and weaknesses and evaluating the score of external strategic factors in the form of opportunities and threats, it was determined that this score is placed in the conservative strategy section.
