بررسی اثربخشی برنامه های حمایتی دولت در عملکرد صادرات غیر نفتی

از آنجا که نتایج تحقیقات پیشین در رابطه با اثربخشی برنامه های حمایتی دولت در عملکرد صادرات غیر نفتی متفاوت بود، جهت اجماع نظر، به بررسی نتایج تحقیقات گذشته پرداخته شد تا از طریق فراوانی نتایج تحقیقات صورت گرفته داخلی و خارجی بتوان به اجماع نظر دست یافت. اگر چه نتایج اکثر تحقیقات گذشته نشان داد که برنامه های حمایتی دولت بر عملکرد صادرات غیر نفتی اثربخش می باشد و می تواند باعث بازآفرینی اقتصادی گردد، امّا نتایج بسیاری از تحقیقات نشان داد که عواملی دیگری هم وجود دارد که در رابطه بین برنامه های حمایتی دولت و عملکرد صادرات غیر نفتی نقش آفرینی می نمایند. تحقیقات پیشین نشان دادند که این عوامل می تواند شامل عوامل داخلی قابل کنترل (تعهد سازمان به صادرات، دانش صادرات، تمایل شرکت به صادرات، قابلیتهای مدیریتی و ادراک صحیح از صادرات، اندازه شرکت و مزیت های محصول) و خارجی غیر قابل کنترل (محیط بازار، سطح، نوع و میزان مساعدت و همکاری دولت به امر صادرات) باشد. لذا با توجه به تاثیرگذارى غیر مستقیم برنامه هاى حمایتی (تشویقی) دولت نسبت به صادرات بر عملکرد صادراتى بنگاه ها، بنگاه هاى صادراتى کشور مى باید براى استفاده بهتر و موثرتر از چنین برنامه هایی، برنامه ریزى نمایند. این امر مستلزم آن است که بنگاه ها ضمن شناسایى نیازهاى خود و تحلیل فاصله وضع موجود و مطلوب منابع و ویژگى هاى درونى، براى شناخت بیشتر از برنامه هاى تشویق صادرات کشور اقداماتى انجام دهند. ارتباط موثر و مستمر بنگاه ها با دولت از طریق تشکل ها و انجمن هاى مربوطه مى تواند به شناخت بیشتر از برنامه ها کمک نماید. همچنین ارزیابى تاثیر برنامه هاى تشویق صادرات و ارائه توصیه هایى به دولت براى بازنگرى و اصلاح برنامه ها مى تواند کمک بزرگى به ارتقاى صادرات غیرنفتی و بازآفرینی اقتصاد کشور نماید.
