تبیین عوامل اجرای خط‌مشی‌های عمومی اکوسیستم آموزش عالی کشور برای تحقق دانشگاه کارآفرین

هدف پژوهش تبیین عوامل اجرای خط‌مشی‌های عمومی اکوسیستم آموزش عالی کشور برای تحقق دانشگاه کارآفرین بود. پژوهش حاضر با رویکرد آمیخته (کیفی - کمی) انجام شده است. جامعه آماری بخش کیفی پژوهش خبرگان دانشگاهی و صاحب‌نظران در عرصه اجرای خط‌مشی‌ها و کارآفرینی بودند که بر اساس تکنیک گلوله‌برفی انتخاب شدند؛ بر اساس قاعده اشباع نظری و به‌منظور جمع‌آوری داده‌های موردنیاز، 12 مصاحبه عمیق و نیمه‌ساختاریافته با آن‌ها صورت گرفت. داده‌های بخش کیفی حاصل از مصاحبه بر اساس تکنیک تحلیل محتوا تجزیه‌وتحلیل شدند. درنهایت 60 مفهوم و 13 مقوله شناسایی شد. سپس، با استناد به تکنیک دلفی فازی، مفاهیم و مقوله‌ها مورد تایید قرار گرفت. در بخش کمی باتوجه‌به گستردگی حجم جامعه آماری، نمونه آماری با روش خوشه‌ای چندمرحله‌ای و فرمول کهن 500 نفر تعیین شد. جهت شناسایی روابط علی میان مقوله‌های اصلی پژوهش، سطح‌بندی و تعیین قدرت نفوذ و وابستگی، از روش مدل‌سازی ساختاری - تفسیری ، استفاده شد و نهایتاً با استفاده از تکنیک حداقل مربعات جزئی ، اعتبارسنجی شد. از تحلیل محتوای مصاحبه خبرگان در مرحله کدگذاری باز 314 کد اولیه شناسایی گردید و پس از غربال و شناسایی، در نهایت 54 مولفه و 13 بعد تحت عناوین سیاست‌های اشتغال رهبری، محیط (زمینه‌های اجتماعی، اقتصادی و سیاسی)، زیر ساخت فرهنگی، عنوان نقش دولت، نقش قانون‌گذاران، تعاملات نهادها و شبکه‌ها، زیر ساخت مالی، زیرساخت‌های آموزشی و پژوهشی، مدیریت و منابع انسانی، ساختار سازمان‌های مجری، اجرای خط‌مشی‌های اکوسیستم کارآفرینی آموزش عالی کشور و اجرای خط‌مشی‌های اکوسیستم اسلامی آموزش عالی کشور و تحقق دانشگاه کارآفرین، به‌عنوان عوامل اجرای خط‌مشی شناسایی شدند.

explanation of the implementation factors of the general policies of the higher education ecosystem of the countryto realize the entrepreneurial university

the aim of this research was to explain the factors involved in implementing public policies within the country's higher education ecosystem to achieve an entrepreneurial university. this study used a mixed-methods approach (qualitative-quantitative). the statistical population for the qualitative section consisted of academic experts and specialists in policy implementation and entrepreneurship, who were selected purposefully using the snowball technique. based on the rule of theoretical saturation and to collect the necessary data, 12 in-depth, semi-structured interviews were conducted. the qualitative data from the interviews were analyzed using content analysis. ultimately, 60 concepts and 13 categories were identified. these concepts and categories were then confirmed using the fuzzy delphi technique. in the quantitative section, due to the large size of the statistical population, a sample of 500 people was determined using a multi-stage cluster sampling method and cohen's formula. to identify causal relationships between the main research categories, to level them, and to determine their influence and dependence, the interpretive structural modeling (ism) method and micmac software were used. finally, validation was performed using the partial least squares technique and smart-pls software. from the content analysis of the expert interviews, 314 initial codes were identified in the open coding phase. after screening and identification, 54 components and 13 dimensions were ultimately identified as policy implementation factors. these dimensions were titled: leadership employment policies, environment (social, economic, and political contexts), cultural infrastructure, role of government, role of legislators, interactions of institutions and networks, financial infrastructure, educational and research infrastructure, management and human resources, structure of implementing organizations, implementation of entrepreneurial ecosystem policies in the country's higher education, and implementation of islamic higher education ecosystem policies and achievement of an entrepreneurial university.
