بررسی عملکرد هیات های نظارت و ارزیابی استانی از نگاه مسئولان نظارت و ارزیابی استانی دانشگاه فرهنگیان

پژوهش حاضر با هدف بررسی وضعیت عملکرد هیات های نظارت استانی در دانشگاه فرهنگیان انجام گرفته است. رویکرد پژوهش حاضر کمی و روش پژوهش به لحاظ نوع آن ، مقطعی و از حیث هدف کاربردی، و بر اساس نحوه جمع آوری داده ها توصیفی- پیمایشی است. به استناد آیین نامه آیین نامه هیات نظارت،ارزیابی و تضمین کیفیت استانی وزارت علوم و تحقیقات و فناوری پرسشنامه محقق ساخته ای جهت ارزیابی عملکرد هیات های نظارت استانی برای بررسی عملکرد در پنج شاخص تحلیل زیر نظام ها، برنامه ریزی، نظارت و ارایه گزارش مستمر ،ارزیابی و تدوین برنامه های بهبود کیفیت، فرهنگ سازی و توانمندسازی دانشگاه فرهنگیان و تعامل و همکاری نظارت استانی با دانشگاه فرهنگیان تدوین شد.جامعه آماری شامل مسئولان نظارت استانی دانشگاه فرهنگیان در استان های مختلف بود، نتایج به دست آمده از پرسشنامه ها تکمیل شده را به صورت توصیفی در قالب جدول و نمودار ارایه گردید، سپس برای تجریه و تحلیل داده ها از آزمون ناپارامتریک خی دو یک بعدی استفاده گردید با توجه به تجزیه و تحلیل 31 پرسشنامه دریافتی نتیجه گرفته شد که در شاخص ارزیابی و تدوین برنامه های بهبود کیفیت نتیجه ارزیابی ضعیف و در شاخص های تحلیل زیر نظام ها، برنامه ریزی، نظارت و ارایه گزارش مستمر و فرهنگ سازی و توانمندسازی نتیجه عملکرد متوسط بوده و فقط در شاخص تعامل و همکاری نظارت استانی عملکرد خوب گزارش شده است. با توجه به نتایج به دست آمده پیشنهادهای کاربردی در جهت کیفیت بخشی عملکرد هیات های نظارت استانی ارایه گردید.

investigating the performance of provincial monitoring and evaluation boards from the perspective of provincial monitoring and evaluation officials of farhangian university

based on the regulations of the provincial monitoring, evaluation and quality assurance board of the ministry of science, research and technology, a researcher-made questionnaire to evaluate the performance of the provincial monitoring boards to review the performance in five indicators of analysis of subsystems, planning, monitoring and presenting continuous reports, evaluating and developing quality improvement programs , culturalization and empowerment of farhangian university and the interaction and cooperation of provincial supervision with farhangian university were compiled the statistical population included the provincial supervisors of farhangian university in different provinces, the results obtained from the completed questionnaires were presented descriptively in the form of tables and graphs, then the one-dimensional non-parametric chi-square test was used to analyze the data, according to the analysis of 31 the received questionnaire concluded that in the index of evaluation and formulation of quality improvement programs the result of poor evaluation and in the indicators of analysis of subsystems, planning, monitoring and continuous reporting and culturalization and empowerment is the result of average performance and only in the index of interaction and cooperation of provincial supervision good performance has been reported. according to the obtained results, practical suggestions were presented in order to improve the performance of the provincial supervisory boards.
