ارائه مدل حکمرانی خوب مبتنی بر سیاست گذاری باز در صنایع کشاورزی

هدف: این پژوهش با هدف طراحی یک مدل جامع برای حکمرانی خوب مبتنی بر سیاست‌گذاری باز در صنایع کشاورزی ایران انجام شد. روش‌شناسی: این مطالعه به روش کیفی و اکتشافی انجام شد. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته با 17 نفر از خبرگان، مدیران جهاد کشاورزی، مدیران شرکت‌های تعاونی کشاورزی و اساتید دانشگاهی گردآوری شدند. انتخاب نمونه‌ها به‌صورت هدفمند و با معیارهایی نظیر حداقل ده سال سابقه مدیریتی یا تدریس در حوزه کشاورزی انجام شد. داده‌های جمع‌آوری‌شده با استفاده از روش تحلیل مضمون کدگذاری و تحلیل شدند. یافته‌ها: یافته‌های این پژوهش نشان داد که حکمرانی خوب در صنایع کشاورزی ایران شامل پنج مضمون فراگیر است: مسئولیت‌پذیری، شفافیت، قانون‌گرایی، مشارکت و مدرنیزاسیون. این مضامین شامل 22 مضمون سازمان‌دهنده و چندین مضمون پایه بودند. مسئولیت‌پذیری در مدیریت منابع، شفافیت در قوانین و آمار، قانون‌گرایی در سیاست‌گذاری پایدار، مشارکت فعال ذینفعان و مدرنیزاسیون از طریق فناوری‌های نوین از مهم‌ترین مولفه‌های شناسایی‌شده بودند. نتیجه‌گیری: نتایج این پژوهش تایید می‌کند که حکمرانی خوب در بخش کشاورزی ایران نیازمند توجه به اصول شفافیت، پاسخگویی، و مشارکت است. چارچوب مفهومی ارائه‌شده می‌تواند به سیاست‌گذاران و تصمیم‌گیران کمک کند تا از طریق اصلاح ساختارها و تقویت فرایندهای حکمرانی، چالش‌های موجود را رفع و توسعه پایدار را تسهیل کنند.

a good governance model based on open policy-making in agricultural industries

objective: this study aimed to design a comprehensive model of good governance based on open policy-making in iran’s agricultural industries. methodology: this research was conducted qualitatively using an exploratory approach. data were collected through semi-structured interviews with 17 experts, including agricultural managers, directors of agricultural cooperatives, and university faculty members. participants were purposefully selected based on criteria such as a minimum of ten years of managerial experience or teaching in the agricultural sector. the collected data were analyzed using thematic analysis, involving coding and categorization of themes. findings: the findings identified five overarching themes of good governance in iran’s agricultural industries: accountability, transparency, rule of law, participation, and modernization. these themes included 22 organizing themes and several basic themes. key components included accountability in resource management, transparency in laws and statistics, adherence to the rule of law in sustainable policymaking, active stakeholder participation, and modernization through the adoption of advanced technologies. conclusion: the results confirm that good governance in iran’s agricultural sector requires a focus on principles of transparency, accountability, and participation. the conceptual framework presented in this study offers policymakers and decision-makers practical insights to address existing challenges and promote sustainable development through improved governance structures and processes.
