برنامه‌ریزی با رویکرد آینده پژوهشی جهت توسعه هاب‌های پتروشیمی درون سرزمینی

هدف: ضرورت سیاست گذاری‌های بهینه در صنعت پتروشیمی، همواره به عنوان یکی از اولویت‌های استراتژیک در اسناد فرادستی نظام مطرح بوده است بطوری که نمی توان نقش این سیاست ها را در تامین منافع ملی نسل های فعلی و آینده نادیده گرفت. به این خاطر در نظر گرفتن سناریوهای مبتنی بر آینده در خصوص صنایع پتروشیمی بویژه ایجاد هاب های درون سرزمینی در افق توسعه‌ای کشور بسیار ضروری است و پژوهش حاضر با هدف برنامه‌ریزی با رویکرد آینده پژوهشی جهت توسعه هاب‌های پتروشیمی درون سرزمینی انجام شد. روش‌شناسی: در این پژوهش‌ از روش های‌ تحلیل‌ محتوای‌ کیفی‌، تبیین‌ سناریو، اولویت‌بندی‌ گزاره ها، برنامه‌ریزی‌ پابرجا در شرایط‌ عدم قطعیت‌ و ارزیابی‌ راهبردها بوده و در سه فاز انجام گردیده است. در این راستا با 20 خبره مصاحبه انجام شده است. یافته‌ها: بر اساس نتایج تحقیق سناریوهای خوشبینانه بر کاهش اتحریم ها، ثبات اقتصادی و نرخ ارز، تامین مالی خارجی، مشارکت سرمایه گذاران داخلی و دسترسی به تکنولوژی مبتنی بوده مشروط به اینکه دولت مشارکت مستقیم داشته باشد. برقراری این شرایط نیازمند ایجاد یک تغییرات در سیاست خارجی با هدف تحریم زدایی است که در پی آن انتظار می‌رود سایر شرایط نیز برقرار گردد. در سناریوهای متوسط نیز اهمیت کاهش تحریم ها همچنان برقرار بوده و بدون آن نمی توان توسعه هاب های پتروشیمی را در دسترس دید.نتیجه گیری: بر این اساس نحوه ی مداخله دولت در انجام این پروژه ها و همکاری آن با سایر نهادها و بخش های مختلف نقش بسزایی در وضعیت این پروژ ها خواهد داشت.

planning with a futurology approach for the development of inland petrochemical hubs

objective: the necessity of optimal policymaking in the petrochemical industry has consistently been highlighted as one of the strategic priorities in the country’s overarching documents, such that the role of these policies in securing the national interests of current and future generations cannot be overlooked. for this reason, considering future-based scenarios regarding the petrochemical industry, especially the establishment of inland hubs within the developmental horizon of the country, is crucial and this is conducted with the aim of planning with a futurology approach for the development of inland petrochemical hubs. methodology: in this study, qualitative content analysis, scenario formulation, prioritization of propositions, robust planning under conditions of uncertainty, and strategic evaluation methods have been employed across three phases. in this context, interviews were conducted with 20 experts. findings: based on the research findings, optimistic scenarios are predicated on the reduction of sanctions, economic stability and exchange rate, foreign financing, participation of domestic investors, and access to technology, provided that the government is directly involved. achieving these conditions requires a shift in foreign policy aimed at sanction relief, which, in turn, is expected to facilitate the realization of other conditions. in moderate scenarios, the importance of sanction reduction remains vital, and without it, the development of petrochemical hubs seems unattainable. conclusion: accordingly, the manner of government intervention in these projects and its collaboration with other institutions and various sectors will play a significant role in the status of these projects.
