تحلیلی بر حکمروایی خوب شهری و منطقه‌ای بر درآمد پایدار گردشگری (نمونه موردی: شهر بیرجند)

اﻣﺮوزه ﮔﺮدﺷﮕﺮی به‌عنوان ﯾﮑﯽ از ﻣﻨﺎﺑﻊ درآﻣﺪ و اﯾﺠﺎد اﺷﺘﻐﺎل در ﺳﻄﺢ ﻣﺤﻠﯽ می‌تواند رﻫﯿﺎﻓﺘﯽ ﺑﺮای ﺗﻮﺳﻌﻪ اقتصادی ﺑﺎﺷﺪ و ﻧﻘﺶ بالقوه‌ای در اﻗﺘﺼﺎد ﻣﺤﻠﯽ و ﺑﻮﻣﯽ ایفا نماید. ﺗﻮﺳﻌﻪ فعالیت‌های ﮔﺮدﺷﮕﺮی ﻣﻨﺠﺮ ﺑﻪ ایجاد درآمد ارزی، اﻓﺰاﯾﺶ درآﻣﺪ و اﺷﺘﻐﺎل در کشور میزبان ﻣﯽگردد. راﻫﺒﺮدﻫﺎی ﻣﺨﺘﻠﻔﯽ ﺑﻪ ﻣﻨﻈﻮر ارﺗﻘﺎء درآﻣﺪﻫﺎی ﭘﺎﯾﺪار ﺷﻬﺮی مطرح‌شده‌اند. ﯾﮑﯽ از این راهبردها، ﺣﮑﻤﺮواﯾﯽ ﺧﻮب ﺷﻬﺮی به‌منظور دﺳﺘﯿﺎﺑﯽ ﺑﻪ درآﻣﺪﻫﺎی ﭘﺎﯾﺪار ﺷﻬﺮی اﺳﺖ. ﺣﮑﻤﺮواﯾﯽ ﺧﻮب ﺷﻬﺮی ﻧﻘﺶ ﺑﺴﺰاﯾﯽ در ﻓﺮاﻫﻢ آوری اﻣﮑﺎن اﻓﺰاﯾﺶ ﮔﺮدﺷﮕﺮی دارد. ﻫﺪف این ﭘﮋوﻫﺶ تحلیلی بر حکمروایی خوب شهری و منطقه‌ای بر درآمد پایدار گردشگری در ﺷﻬﺮ بیرجند اﺳﺖ. جامعه آماری تحقیق کارشناسان و متخصصان و صاحب‌نظران این حوزه در سال 1401 بوده است. ﭘﮋوﻫﺶ از ﻧﻮع ﺗﻮﺻﯿﻔﯽ و ﺗﺤﻠﯿﻠﯽ ﺑﻮده و اطلاعات موردنیاز ﺑﻪ ﺷﯿﻮه کتابخانه‌ای و ﻣﯿﺪاﻧﯽ (از طریق پرسشنامه) جمع‌آوری و با به‌کارگیری مدل معادلات ساختاری و با استفاده از نرم‌افزار spss و amos موردبررسی قرارگرفته است. ابعاد حکمرانی در قالب شش مولفه مشارکت عمومی، هماهنگی بین نهادها، نگاه استراتژیک و راهبردی، مسئولیت‌پذیری و پاسخگویی، شفافیت، اثربخشی و کارایی موردبررسی قرارگرفته است. نتایج حاصل از تحقیق نشان داد همه مولفه‌های حکمرانی بردرآمدهای پایدار گردشگری موثر بوده بیشترین تاثیر مربوط به بعد اثربخشی و کارایی می‌باشد.

an analysis of good urban and regional governance on sustainable tourism income (case study: birjand city)

today, tourism as one of the sources of income and creating employment at the local level can be an approach for economic development and play a potential role in the local and indigenous economy. the development of tourism activities leads to the creation of foreign exchange income, an increase in income, and employment in the host country. various strategies have been proposed to increase sustainable urban incomes and one of these strategies is good city governance in order to achieve sustainable city income. good city governance has a great role in providing the possibility of increasing tourism. the aim of this research is to an analysis of good urban and regional governance on sustainable tourism income in birjand city. the statistical population of the research was experts and experts in this field in 2022. the research is of descriptive and analytical type and the required information was collected in library and field method (through questionnaire) and analyzed by applying a structural equation model and using spss and amos software. the dimensions of governance have been examined in the form of six components public participation, coordination between institutions, strategic and strategic view, responsibility and accountability, transparency, effectiveness, and efficiency. the results of the research showed that all the governance components of sustainable tourism revenues are effective, the most impact is related to the dimension of effectiveness and efficiency.
