اولویت بندی عوامل موثر بر عملیات جستجو و نجات دریایی با استفاده از تکنیک ahp

پس از بروز هر سانحه دریایی اولین مکانی که با آن ارتباط و تماس اضطراری برقرار می‌شود نزدیک‌ترین مرکز تجسس و نجات دریایی آن منطقه است. این مرکز مسئول اعمالی چون تجسس و نجات، کمک‌های پزشکی، جلوگیری از آلودگی دریا و کنترل ایمنی دریایی یک منطقه به حساب می آید؛ بنابراین لازم است تا عواملی که در موفقیت یا عدم موفقیت عملیات جستجو و نجات دریایی موثر هستند، شناسایی و اولویت بندی گردند. این مقاله با رویکرد توصیفی-پیمایشی، عوامل موثر بر عملیات جستجو و نجات دریایی را شناسایی و سپس با استفاده از تکنیک سلسله مراتبی آن ها را رتبه بندی کرده است. نتایج تحقیق نشان می دهد که در بین 5 گروه تجهیزات مرتبط با عملیات جستجو و نجات، نیروی انسانی، فعالیت‌های دریایی، سازمان های مربوطه و قوانین و مقررات؛ تجهیزات مرتبط با عملیات جستجو و نجات از اولویت بیشتری در موفقیت یا عدم موفقیت عملیات جستجو و نجات دریایی برخوردار می باشد.

prioritizing factors influencing on maritime search and rescue operation using ahp technique

the first nearest contact point after any marine accident is the nearest maritime search and rescue center in the area. the center is responsible for activities such as search and rescue, medical assistance, marine pollution prevention and maritime safety control; therefore, it is necessary to identify and prioritize the factors that contribute to the success or failure of search and rescue operations. this paper identifies the factors affecting search and rescue operations using a descriptive-survey approach and then ranks them using a hierarchical technique. the research results show that among the five groups of equipment related to search and rescue operations, manpower, marine activities, relevant agencies and regulations, search and rescue equipment has a higher priority over the success or failure of search and rescue operations.
