اولویت بندی شاخص‌های تبدیل بندر بوشهر به منطقه آزاد تجاری- صنعتی

هدف این تحقیق، بررسی زیرساخت‌های لازم برای ایجاد منطقه آزاد تجاری در بندر بوشهر است که در سه مرحله انجام شده است. بخش اول، مطالعات پیشین جهت شناسایی عوامل موثر بندر و یک شهر بندری در ایجاد منطقه آزاد است (20 عامل). مرحله دوم، توزیع و جمع‌آوری پرسشنامه های پاسخ داده شده توسط 43 نفر از کارشناسان و مسئولان اداره بندر بوشهر و کارشناسان شورای منطقه آزاد در استان بوشهر بوده است. بخش سوم به رتبه بندی 20 عامل شناسایی شده توسط تکنیک تاپسیس پرداخته است. نتایج تکنیک تاپسیس نشان داد که در بین عوامل در اختیار بندر، شفاف‌سازی قوانین و مقررات، دارا بودن تجهیزات بندری مناسب (جرثقیل، لیفت‌تراک، ترانستینر) و دسترسی به آب های آزاد و بین المللی و در میان عوامل خارج از اختیار بندر، تمایل سرمایه گذاران منطقه به سرمایه‌گذاری در این منطقه، دسترسی به مواد خام و معدنی و دسترسی به عرضه‌کنندگان و شبکه توزیع دارای بیشترین اهمیت بودند.

ranking conversion indicators of boushehr port to free trade-industrial zone

the aim of this research is to investigate the essential requirements for establishing free trade-industrial zone in the port of bushehr. this research is carried out in 3 different stages. in the first stage, the previous research works have been studied to identify the most effective attributes on port and a port-city in the establishment of the free trade zones (20 attributes). the second stage was the distribution and collection of questionnaires replied back by 43 of bushehr port experts and authorities and experts from council of bushehr province on free zone. the third section has ranked 20 attributes identified by topsis technique. results of the topsis technique reveals that; between the attributes which are the under control of the port, clearity of regulation, appropriate port equipment (gantry, lift truck and transtainer) and access to international waters (open seas) are the most effective attributes and between the attributes which are not under the control of the port, notabley attributes of willingless of investors to investigate in this region, accessibility to raw materials and access to suppliers and distribution network are the most effective attributes identified.
