ایجاد و کاربرد استانداردهای کیفیت در هر صنعت و نظامی، یکی از عوامل کلیدی دستیابی به اهداف مورد نظر در سند چشم انداز کشور بوده و می تواند گامی موثر در راستای اثربخشی و کارائی نظام آموزشی کشور باشد. هدف این پژوهش، تبیین جایگاه استانداردسازی در جهت ارتقاء کیفیت است. در سال های اخیر تلاش های زیادی برای بهبود کیفیت صورت پذیرفته است و سوالاتی در ارتباط با کیفیت مطرح است که بیانگر آن است که این نظام از استانداردهای بین المللی و مکانیسم های تضمین کیفیت فاصله دارد. در این خصوص مطالعات جهانی موید این امر است که برای پویا کردن و ارتقاء هر صنعتی، نیازمند تدوین استانداردهای ملی مدیریت کیفیت هستیم که بتوان بر مبنای آن به عنوان هستهای قانونمند، با عنایت به نظام ارزشیابی جامع، جهت سنجش وضع موجود با استانداردهای از قبل تعیین شده اقدام نمود. کیفیت از یک نظریه عمومی یا یک الگوی کلی پیروی نمی کند. بلکه یک مفهوم پیچیده، سیال و پویاست و به عوامل گوناگون بستگی دارد. به همان اندازه که تعریف کیفیت پیچیده است، اندازه گیری آن نیز دشوار است زیرا مستلزم تبدیل یک امر ذهنی به واقعیت های عینی قابل بررسی است. به همین دلیل در حوزه ارزیابی کیفیت، معمولا برای تعیین کیفیت یا سطح مطلوب برنامه آموزشی، از استانداردها استفاده میشود.
