providing evaluating performance indicators of health & safety & environment management system based on bsc in tehran wastewater organization

In this research, an attempt was made to perform a general hse performance management evaluation system with comprehensive indicators based on balanced scorecard; in such a way that proper synergy to achieve strategic objectives among organizational management systems [1]. of course the research was done in tehran sewage company and specified indicators were found out in that organization. in this organization, measurement of annual indicators in the periods between the years 1396 and 1397 (solar year) was done and also monthly or daily indicators between specific periods from the year 1397 were checked. the measurement rate of indicators generally indicated the improvement process to achieve strategic objectives. although, some operations are regularly performed, the documents weren't recorded systematically. this issue is a great weakness and must be dealt with in the proceedings of modifying. thus it is necessary to identify existing gaps to hse strategic objectives. regarding to determine these gaps; swot method is employed in this research [2] and according to ahp model (analytical hierarchy process) are weighed. however, in this study, ahp software isn't used and to remove expertise errors and lack of confidence in the software, the hand calculation method (arithmetic mean) is used.according to the results, it can be noticed that opportunities and threats of the organization have a higher priority over weaknesses. this matter shows that external analysis has a wider significance and it has greater effect on the survival of organization and improvement of hse performance in tehran sewage company
