بررسی دلایل تعطیلی معادن روباز کوچک مقیاس استان آذربایجان‌شرقی

امروزه معادن و صنایع معدنی در رشد و توسعه کشورها نقش اساسی ایفا می کنند، به طوری‌که اقتصاد برخی از کشورها بر این بخش استوار شده است. توسعه معدن‌کاری کوچک مقیاس و ایجاد خوشه‌های معدنی یکی از سیاست های کلان اقتصادی کشور می-باشد که در برنامه ششم توسعه و در بخش معدن مورد توجه قرار گرفته است. هدف از این تحقیق بررسی دلایل تعطیلی معادن کوچک مقیاس روباز می باشد. از گذشته استان آذربایجان‌شرقی به عنوان یکی از قطب های معدنی کشور محسوب می شده است. تعداد 744 معدن در این استان قرار دارد که از این تعداد بیش از 98% آن به صورت روباز بوده و در مقیاس کوچک استخراج می شوند. از این رو استان آذربایجان‌شرقی به عنوان مورد مطالعاتی به منظور مطالعه دلایل تعطیلی معادن کوچک مقیاس روباز انتخاب و دلایل تعطیلی معادن در این استان بررسی شد. نتایج تحقیق نشانگر آن است که 52% تعطیلی این معادن به دلیل رکود بازار و افت قیمت، 15% فقدان مشتری، 8% محدودیت های زیست محیطی و منابع طبیعی، 9% معارض محلی، 11% مشکلات مالی و سرمایه گذاری و مابقی سایر موارد بوده است. در انتها پیشنهاداتی به منظور رونق این بخش ارائه شد، که از آن جمله می توان به مواردی مانند نگاه منطقه ای به معادن کوچک با رویکرد ایجاد خوشه های صنعتی - معدنی، تسهیل صدور مجوزهای حمل و تجارت مواد معدنی و حمایت از تامین تجهیزات فراوری سیار در مجاورت معادن کوچک مقیاس ، بازبینی قوانین مربوط به حقوق دولتی و مالیات برای معادن کوچک مقیاس، توسعه تجهیزات موبایل در معادن و ارائه وام به این معادن با زمان تنفس بیشتر و سود کمتر اشاره شود.

studying the closure reasons of openpit small scale mines of eastazarbayjan province

nowadays mines and mining industries play a very important role in development of countries, in a way that the economy of a lot of countries is based on this sector. developing mines is a small-scale work and adding mineral clusters is one of the huge economic policies of the country which is mentioned in the mining section of iran's sixth development plan. the purpose of this research is studying the closure reasons of open-pit small-scale mines. east-azarbayjan has always been one of the most important mining pubs of iran. there are 744 mines in this province that more than 98% of them are open pit and are being mined in a small scale. accordingly, east-azarbayjan is selected as the case study and the reasons of the mines closure are studied. the results have shown that 52% of the shutting downs are due to economic meltdown and drop in prices, 15% of them are because of the lack of customers, 13% environmental restrictions and limitations of natural resources, 9% local oppositions, 11% financial and investing problems. in the end some suggestions were made in order to boom this sector which they consist; regional view upon small mines with an approach of creating new industrial-mineral clusters, simplifying transportation certifying and mineral trading and supporting supply of portable processing equipment near the small-scale mines, modification of current low for investigators in small scale mines and developing of small scale mines for using mobil equipments.
