راهکارهای پیشنهادی برای مقابله با بحران ناشی از کمبود آب

کشور ما از دیر باز با مشکلات کمبود آب و در برخی از سالها همراه با خشکسالی و قحطی مواجه بوده است. در حال حاضر ایران در آستانه بحران آب قرار دارد به طوری که در سالهای آتی تامین آب به یکی از بزرگترین چالشهای کشور تبدیل خواهد شد. بعلاوه برداشتهای بی رویه از منابع آب زیر زمینی و سطحی این معضل را دو چندان کرده است. اگرچه خشکسالی در بحران آب نقش دارد اما برخی تحقیقات نشان داده عامل اصلی بحران آب اضافه برداشت است. متاسفانه در این زمینه نظارت های دولتی هم با صرف هزینه زیاد نتیجه مطلوبی در بر نداشته است. به همین جهت تغییر رویکرد اساسی در سیاست ها و استراتژی های این بخش لازم است. در این تحقیق با بررسی عوامل و پیامد های بحران آب راهکارهائی ارائه شده است. این راهکارها در قالب تغییر در مدیریت منابع آب و استفاده از پساب ها و سپردن آن به تشکلها، بالابردن تکنولوژیکی کشاورزی و توسعه مشارکت بخش خصوصی پیشنهاد شده است.

proposing solutions and measures to cope with the water deficit crisis

iran has been facing water deficit related problems ever since centuries ago, which has resulted in extended droughts and famines. today, iran hovers on the edge of water crisis and in the foreseeable future water supply issues would be one of the major challenges of the country. furthermore, excessive use of surface water and groundwater resources has intensified the problem. although, the occurrence of droughts have a significant role in creation of water crisis, new researches show that the main reason of this crisis is over exploitation. in this regard, governmental supervision -in spite of tremendous expenditures on time and money- has yield no sensible results. thus, a substantial change in strategies and policies is imperative. in this study, with assessment of causes and consequences of water shortage crisis, an array of solutions have been proposed. these solutions are fundamentally based on modernization of irrigation schemes using new technologies, utilization of sea water and raising private sector involvement in stake holder`s organizations.
