تفکر سیستمی در مدیریت فرآیندی و استفاده از پتانسیل های سیستم محوری در مقابل مدیریت جزیره ای (نمونه موردی فرآیند صدور پروانه ساختمانی در شهر مشهد)

تفکر سیستمی در معنای عام خود دربر گیرنده مجموعه بزرگ و بیشماری از روشها، ابزارها و اصولی است که همه آنها متوجه روابط متقابل میان نیروها و نیز درک آنها در درون یک فرآیند واحد است. تفکر سیستمی کل را فراتر از مجموعه اجزای آن می داند. ازطرفی دیگر هنگامی که سیستم های فرعی ارتباط متقابل خود را ازدست می دهند و سیستم به زیر سیستم های خود تجزیه میشود، می گویند سیستم به سمت جزیره ای شدن سوق پیدا کرده است. از همینرو در مدیریت شهرها، عموما سیستم جزیره ای در مقابل تفکر سیستمی قرار می گیرد. در شهر مشهد به عنوان دومین کلانشهر ایران، توجه به حوزه ساخت وساز و جذب سرمایه گذار و مهیا نمودن بستر آن و تسهیل در بروکراسی های اداری، نه تنها رضایتمندی متقاضیان را به دست خواهد داد، بلکه موجبات رشد و توسعه شهری و عاملی درجهت جلوگیری از خروج سرمایه های بومی را موجب می گردد. در سال های اخیر باتوجه به گسترش و پیچیدگی شهرها به عنوان یک سیستم و افزوده شدن بر مسائل شهری، شهرداری مشهد به عنوان یک مدیریت شهری یکپارچه، بطور دائم نیازمند بروز شدن و بهبود فرآیندها در حوزه های مختلف می باشد. در این تحقیق تعدادی از مراحل زمانبر فرآیند صدور پروانه ساختمانی که از ملزومات اولیه ساخت وساز بوده، بااستفاده از روش پیمایشی و بصورت شناسایی (گزارشات سیستمی)، مصاحبه و مشاهده مورد بررسی و سنجش قرار گرفته است. نتایج بدست آمده نشان می دهد که به هر میزان مدیریت شهری و فرآیندهای سازمانی از تفکر سیستمی فاصله گرفته و به سمت جزیره ای شدن پیش رود، اعمال سلیقه و فردمحوری، عدم پاسخگویی واحد دربین مناطق و در نهایت نارضایتی متقاضیان را سبب می گردد. لذا پیمایش حاضر درزمان قبل وبعد از توسعه تفکر سیستمی نتایج قابل قبولی را درسطح مناطق شهرداری به نمایش می گذارد.

systematic thinking in process management and the use of system centric potentials against silo management case study of building licensing process in mashhad

systemic thinking in its general sense encompasses a vast and numerous set of methods, tools, and principles that all deal with the interrelationships between forces as well as their understanding and realizing and within a single process. systemic thinking considers the whole beyond its set of components. on the other hand, when the subsystems (components) lose their interconnection and the system breaks down into subsystems, they say that the system has become a silo. thus in urban management, the silo system is generally opposed to systemic thinking. in mashhad, as the second largest metropolis of iran, paying attention to the field of construction and attracting investors and providing its infrastructure and facilitating administrative bureaucracies will not only increase the satisfaction of the applicants, but it will also contribute to the growth and development of the city. and prevent the outflowing of native capital. in recent years, due to the expansion and complexity of cities as a system and added urban issues, mashhad municipality as a unified urban management constantly needs updating and improvement of processes in different areas. in this research, a number of different stages of the building permit issuing process, which are the primary requirements of construction, have been studied and identified using survey and identification (systematic reports), interviews and observations. the results show that at all levels of urban management and organizational processes deviating from systematic thinking and moving towards silo, tastes and person-centeredness lead to unresponive areas and ultimately dissatisfaction of applicants. . therefore, the present survey before and after the development of systematic thinking presents acceptable results at the level of mashhad municipality.
