مدلی پویا برای بررسی پایداری بلندمدت درآمدهای شهرداری‌ها

شهرداری‎ها را شاید بتوان یکی از اصلی‌ترین سازمان‌های خدماتی در شهرها در نظر گرفت که عملکرد و کیفیت ارائه خدمات آن‌ها به شهروندان مستقیما بر رضایت آن‌ها اثرگذار است. توسعه پایدار شهری در گرو رشد پایدار مالی و اقتصادی شهرداری‌ها است درحالیکه عدم توجه به رشد بلندمدت و پایدار منابع مالی آن‌ها در کشور یکی از معضلات مدیریت شهری در سال‌های اخیر بوده است که از علائم آن می‌توان به فروش بیش از حد تراکم اشاره کرد. در این پژوهش با استفاده از روش پویایی‌شناسی سیستم‌ها، شرایط موجود مورد بررسی قرار گرفته و بسته‎های سیاستی برای افزایش سهم درآمدهای پایدار شهرداری ارائه شده است. این مدل می‏تواند به عنوان مبنایی جهت تصمیم‌گیری‌های مدیران شهرداری به منظور تقویت منابع درآمدی پایدار و کاهش هزینه‌ها قرار گیرد. نتایج شبیه‌سازی بر روی یکی از مناطق شهرداری تهران نشان می‌دهد که با ادامه وضع موجود سهم درآمدهای پایدار شهرداری از 5درصد تنها به 22 درصد در سال 1404 خواهد رسید. این در حالی است که درصد تحقق تعهدات درآمدی شهرداری به حدود 5 درصد در سال 1404 می‌رسد که این موضوع وضعیت نامناسب و ناپایدار اقتصادی شهرداری‌ها را به خوبی نشان می‌دهد. بر اساس نتایج، توجه به توسعه زیرساخت‌های بازیافت پسماند و تمرکز برای افزایش وصول درآمدهای عوارض شهرداری بیشترین اثر را در افزایش سهم درآمدهای پایدار شهرداری تهران خواهد داشت.

a dynamic model to investigate the long term sustainability of municipalities incomes

municipalities may be considered as one of the major service organizations in cities, and their performance and quality of services directly affect citizens’ satisfaction. cities sustainable development is dependent to the financial and economic growth of municipalities while the lack of attention to the long-term and sustainable growth of their income resources has been one the main urban management challenges; as an instance, the extra issuance of construction permits could be mentioned. in this research, utilizing a system dynamics approach, the current situation is investigated and some policy packages are suggested to increase the share of sustainable income in municipalities. this model can be used as a basis for municipal administration decisions to strengthen sustainable sources of income and reduce costs. results of simulation, which uses the data from one of tehran’s municipality’s regions, shows that the current situation will lead to an insufficient growth from 5% to 22% in 2025. besides, the achievement ratio of income targets for the municipality will reach to 5% in 2025 which shows the improper and unsustainable financial condition of municipalities if continuing the current situation. according to the simulation results, the development of waste recycling infrastructure, increasing municipal toll revenues will have the greatest impact on reducing costs and increasing the share of sustainable municipal incomes.
