تحلیل و تبیین اثر توسعه فناوری اطلاعات وارتباطات بر رفاه (بررسی موردی تاکسیهای اینترنتی)

چکیده از اصولی که اقتصاد امروزی بر آن نهاده شده و مورد غفلت واقع‌شده است پدیده رفاه است. به عقیده بسیاری از پژوهشگران در صورت عدم وجود مسائل مربوط به رفاه بسیاری از موارد درسی اقتصاد فعلی نیز وجود نداشته است. هم‌چنین از مهم‌ترین مسائلی که کشورهای مختلف دنیا به دنبال تحقق آن هستند رفاه اجتماعی است. اهمیت رفاه اجتماعی به حدی است که به‌عنوان اصول اولیه اقتصاد و بخصوص اقتصاد بخش عمومی محسوب می‌شود. به همین دلیل کشورهای دنیا به دنبال راه‌کارهای مختلفی برای افزایش رفاه اجتماعی هستند. فناوری ارتباطات و اطلاعات با توجه به تاثیرات مثبت زیاد، توجه دولت‌ها را به خود جلب نموده است. این اثرات مثبت باعث شده است تا گسترش فناوری و اطلاعات موردتوجه بسیاری از کشورهای دنیا قرار گیرد. در سال‌های اخیر به‌وضوح، شاهد توسعه کاربری فناوری اطلاعات و ارتباطات در تجارت، بانکداری، آموزش و خدمات دولتی بوده‌ایم. به‌عنوان‌مثال به نظر می‌رسد که توسعه فناوری ارتباطات و اطلاعات باعث افزایش و بهبود خدمات ارائه‌شده از طرف دولت‌ها شده است. گسترش فناوری اطلاعات و ارتباطات باعث بهبود کیفیت در آموزش نیز شده است، هم‌چنین توسعه فناوری ارتباطات و اطلاعات باعث افزایش شفافیت در دولت‌ها شده است. پرسش اصلی این پژوهش بررسی ارتباط بین توسعه فناوری اطلاعات و ارتباطات است. این تحقیق به شیوه توصیفی-تحلیلی انجام‌شده است. جهت جمع‌آوری اطلاعات موردنیاز برای انجام این پژوهش از شیوه پرسشنامه‌ای استفاده‌شده است و برای تحلیل و توصیف اطلاعات به‌دست‌آمده از نرم‌افزار آماری spss استفاده‌شده است. جامعه آماری استفاده‌کنندگان از تاکسی‌های اینترنتی بوده، که پرسشنامه‌ای علمی با چهارده سوال تهیه شد و برای 300 نفر ارسال‌شده است. تحلیل‌های به‌دست‌آمده از 276 پاسخ‌دهنده به پرسشنامه به‌دست‌آمده است. نتایج این پژوهش نشان می‌دهد که ارتباط معنی‌دار و مثبتی بین رفاه و میزان گسترش تاکسی‌های اینترنتی وجود دارد. به علت آن‌که تاکسی‌های اینترنتی مصداقی از تجارت الکترونیک بوده، تجارت الکترونیک نیز موردی از فناوری اطلاعات و ارتباطات است لذا می‌توان بیان نمود که ارتباط مثبت و معنی‌داری بین توسعه فناوری اطلاعات و ارتباطات و رفاه در ایران وجود دارد. کلمات کلیدی: رفاه، فناوری اطلاعات و ارتباطات، اقتصاد رفاه، رفاه اجتماعی

abstract one of the principles on which today s economy is based and neglected is welfare. many scholars believe that in the absence of welfare issues, many of the current economics curricula are absent. social welfare is also one of the most important issues that different countries around the world are seeking to achieve. the importance of social welfare is to such an extent that it is regarded as one of the basic principles of economics, and particularly of the public sector. that s why countries around the world are looking for different ways to increase social welfare. ict has attracted the attention of governments due to its many positive impacts. these positive effects have led to the spread of information and technology in many countries around the world. in recent years we have clearly seen the development of ict applications in business, banking, education and government services. for example, the development of icts seems to have increased and improved the services provided by governments. the development of information and communication technology has also improved the quality of education, and the development of ict has increased transparency in governments. the main question of this research is to investigate the relationship between the development of ict. this is a descriptive-analytical study. a questionnaire was used to collect the required information and spss statistical software was used to analyze and describe the data. the statistical population was internet taxi users, which provided a scientific questionnaire with 14 questions and sent to 300 people. analyzes were obtained from 276 respondents to the questionnaire. the results of this study show that there is a significant and positive relationship between the well-being and the rate of expansion of internet taxis. because internet taxis are an example of e-commerce, e-commerce is also a case of information and communication technology. therefore, it can be said that there is a positive and significant relationship between the development of information and communication technology and prosperity in iran. keywords: welfare, ict, welfare economics, social welfare
