کاربرد زنجیره‌بلوکی در رگولاتوری فاوا (تغییر شکل تنظیم‌مقررات از طریق زنجیره‌بلوکی)

فناوری زنجیره‌بلوکی یک محیط غیرمتمرکز و توزیع شده را بدون نیاز به یک نهاد مرکزی فراهم می‌کند و به دلیل استفاده از اصول رمزنگاری، معاملات را به صورت امن و قابل اعتماد انجام می‌دهد. این قابلیت‌ها سبب شده که این فناوری علاوه بر کاربردهای مالی مانند رمزارزها در بسیاری زمینه‌های دیگر از جمله رای‌گیری، ثبت اسناد، زنجیره تامین، مدیریت هویت،‌ انرژی،‌ سلامت و زنجیره تامین هم کاربرد داشته باشد. امروزه شاهد این هستیم که دولت ها نیز به شکل روزافزون در حال توجه و تمرکز بر کاربردهای بالقوه فناوری زنجیره‌بلوکی در بخش عمومی هستند. با توجه به جایگاه ویژه فناوری ارتباطات و اطلاعات، مساله نظارت و رگولاتوری این حوزه نیز از اهمیت بسزایی برخوردار است. از طرفی یکی از زمینه‌هایی که فناوری زنجیره‌بلوکی پتانسیل بسیار بالایی جهت بکارگیری دارد، رگولاتوری است، زیرا رگولاتور نیاز به یک رویکرد دقیق، امن و سریع در سیستم تنظیم‌مقررات و نظارت دارد. به منظور تقویت رقابت‌پذیری و نوآوری در بخش ict و همچنین بهره‌گیری از شیوه‌های نوین و هوشمند نظارت بر بخش در این پژوهش ابتدا ظرفیت‌ها و قابلیت‌های ویژه فناوری زنجیره‌بلوکی بررسی و در ادامه نقش تسهیل‌گری زنجیره‌بلوکی به عنوان یک فناوری نوظهور در حوزه‌های استاندارد، شفافیت، قانون، مقررات، سیاست‌ها و پاسخگویی به نیاز جامعه به عنوان شش وظیفه کلاسیک نهاد رگولاتور فاوا بررسی می‌شود. برای این منظور کاربردهای فناوری زنجیره‌بلوکی را برای رگولاتور را شناسایی کرده و با تمرکز بر فعالیت‌های اصلی رگولاتور فاوا مواردی که زنجیره‌بلوکی مسائل موجود در رگولاتوری فاوا را می‌تواند حل کند یا بهبود دهد به رگولاتور پیشنهاد می‌دهیم.

application of block chain in ict regulator changing the regulatory shape through the block chain

blockchain technology provides a decentralized, distributed environment without the need to rely on a trusted authority to verify and clear all transactions and makes transactions secure and reliable due to the use of cryptographic algorithms. these capabilities have made this technology applicable in many areas other than cryptocurrencies, including voting, documentation of ownership of assets, supply chain, identity management, energy and health. nowadays, we have noticed governments increasingly focusing on the potential applications of blockchain technology in the public sector. with regard to the high importance of ict, the issues of supervision and regulation of this field is of great importance. besides, one of the areas where blockchain technology has a high applicabe potential is regulation. as the regulator requires a rigorous, secure and rapid approach for the regulatory and monitoring system. in order to foster competitiveness and innovation in the ict sector as well as to utilize modern and intelligent methods of sector monitoring, this study first review the specific capabilities and charastrictics of blockchain technology and then examine blockchain facilitating role as an emerging technology in the areas of standardization, transparency, law, regulations, policies and accountability which are six of core regulatory activities. to this end, we identify the applications of blockchain technology for the regulator, by focusing on the core activities of the ict regulator, we suggest that the blockchain solve or improve issues in the ict regulator.
