به طور کلی پیچیدگی مسائل در عصر آتی، تغییر نگرش افراد نسبت به محیط پیرامون و همچنین نیاز به رعایت برخی اصول و پیش‌زمینه‌ها به منظور زندگی در اجتماع، باعث شده تا اغلب کشورها درصدد تدوین سیاست‌های آموزشی به منظور تربیت شهروندانی فعال و مشارکت‌جو برآیند. همچنین با مد نظر قرار دادن این نکته که توفیق، تثبیت و تداوم هرگونه توسعه و تحولی با سرمایه‌گذاری بر نیروی انسانی محقق خواهد شد، آموزش و تربیت منابع انسانی به عنوان محور توسعه، از اهمیت بالایی برخوردار می‌باشد. بر این اساس ارائه آموزش‌هایی تحت عنوان آموزش‌های شهروندی می‌تواند با افزایش آگاهی و تقویت توانایی‌ها و مهارت‌های مورد نیاز افراد، در تربیت شهروندانی مشارکت‌جو که به دنبال تغییر و بهبود شرایط می‌باشند، موثر واقع شود. همچنین به دلیل گسترده بودن مطالب، نیاز به بازه زمانی طولانی در جهت نهادینه‌سازی موضوعات و مد نظر قرار دادن طیف وسیعی از افراد در معرض این نوع آموزش‌ها، باعث شده تا اغلب دولت‌ها آموزش‌های رسمی (مدارس و دانشگاه‌ها) را به عنوان بهترین گزینه برای گنجاندن آموزش‌های شهروندی و به خصوص آموزش مشارکت شهروندی انتخاب کنند.
