جایگاه ارتباط مردم و دولت از منظر دین مبین اسلام

معمولا حکومت ها یا همان دولتها از مولفه های مختلفی برخوردار هستند. یکی از مهمترین این مولفه ها چگونگی برقراری ارتباط متقابل مردم با دولت یا حکومت است، اگر این ارتباط صادقانه، صریح، دو سویه و متعالی باشد زمینه مشارکت حداکثری برای رشد و آبادانی جامعه را در پی خواهد داشت. در این پژوهش جایگاه ارتباط مردم و دولت از دیدگاه اسلام و به ویژه از منظر امام علی (ع) و همچنین از دیدگاه مکاتب غربی یا لیبرالیسم بررسی می شود . در این راستا در ابتدا از منظر اسلام و به ویژه از نگاه امیر المومنین علی (ع) ارتباط مطلوب ، مبتنی بر برخی از شاخص ها مورد بررسی قرار می گیرد و همچنین موانع پیش روی ارتباط مطلوب اشاره می شود. در ادامه جهت رسیدن به جایگاه مناسب در خصوص ارتباط مردم با دولت کارآمد ، موثر و سازنده، نقش فناوری اطلاعات و سامانه های الکترونیکی مورد تحلیل قرار گرفته و در نهایت کارکرد این پژوهش، پیشنهاد سامانه یکپارچه الکترونیکی ارتباط مردم با دولت با درنظر گرفتن و تبعیت از ویژگی های ارتباط مردم با دولت مطلوب مبتنی بر نطام حقوقی اسلام و تحت پوشش قرار دادن کلیه دستگاه های اجرایی کشور در راستای دولت الکترونیک بر پایه زیرساخت شبکه ملی اطلاعات است

the position of the relationship between the citizen and the government from the perspective of the religion of islam

governments usually have different components. one of the most important components is how the citizen interact with the government, if this relationship is honest, frank, two-way and transcendent, it will lead to maximum participation for the growth and development of society. in this study, the position of the relationship between the citizen and the government is examined from the perspective of islam and especially from the perspective of imam ali (as) as well as from the perspective of western schools or liberalism. in this regard, first from the perspective of islam and especially from the perspective of amir al-mu minin ali (as), the desired relationship is examined based on some indicators and also the obstacles to the desired relationship are mentioned. in order to achieve a proper position regarding efficient, effective and constructive relationship between the citizen and the government, the role of information technology and electronic systems has been analyzed. finally, the function of this study is to propose an integrated electronic system of public relations with the government by considering and following the characteristics of the desired relationship between the citizen and the government based on the islamic legal system and covering all executive bodies in the country in the direction of e-government based on national information network infrastructure.
