چالش‌های آینده‌پژوهی در طرح‌های توسعۀ شهری ایران

طرح‌های توسعۀ شهری در ایران به‌ عنوان سند راهنمای توسعۀ کالبدی و فضایی شهرها محسوب می‌شود. یکی از مهم‌ترین مشکلاتی که در طرح‌های توسعۀ شهری ایران وجود دارد بحث مربوط به آینده‌پژوهی و ترسیم آینده است. در این تحقیق به ‌دنبال بررسی چالش‌های موجود در زمینۀ آینده‌پژوهی طرح‌های توسعۀ شهری ایران هستیم. امروزه آینده‌نگاری به‌طور گسترده‌ای به‌ کار گرفته می‌شود و طیف وسیعی از رویکردهایی است که باعث بهبود فرایند تصمیم‌گیری می‌شود، رویکردهایی که تفکر درباره آیندۀ بلندمدت را به ‌همراه دارد. در طرح‌های توسعۀ شهری ایران پیش‌بینی‌های اقتصادی، جمعیتی، الگوی توسعۀ شهری، امکانات مالی شهرداری و کاربری‌های شهری انجام می‌شود، که در واقع ترسیم‌ کنندۀ آینده هستند. با توجه به نتایج تحقیق از مهم‌ترین چالش‌های پیشِ‌ رو در آینده‌پژوهی این طرح‌ها می‌توان به این موارد اشاره داشت: عدم توجه به ارتباطات اجزا و عناصر مختلف سیستم شهر و همچنین عدم توجه به سیستم‌های کلان شامل سیستم اقتصاد ملی، سیستم سیاست ملی و غیره، در پیش‌بینی‌ها، استفاده از روش‌های کمی با قطعیت بالا، توجه بیش ‌از حد به پیش‌بینی جمعیت و کاربری اراضی و عدم توجه به سایر بخش‌ها و نیز عدم توجه به نقش مردم و تصمیم‌گیری‌های آنها در آینده‌پژوهی.

urban development plans in iran are considered as guides for physical and spatial development of cities. discussions on futurology and future mapping are among the most important problems in iran’s urban development plans. in this research, we seek to investigate the existing challenges in the field of future studies of urban development plans in iran. foresight is widely used today and includes a wide range of approaches that improve the process of decision making; approaches that involve reflection on long term future. economic and demographic forecasts, urban development model, municipality financial facilities and urban land uses, which literally map the future, are all considered iran’s urban development plans. according to the research results, the following can be mentioned as the most important forthcoming challenges in future studies of these plans: lack of attention to the connections of different components and elements of the city system, lack of attention to macro systems including the national, economic system, national policy system, etc, using quantitative methods with high certainty, paying excessive attention to population and land use forecasting, lack of attention to other sectors and lack of attention to the role of people and their decision making in future studies.
