تبیین ضرورت‌های یکپارچه‌سازی نوآوری شهری و اقتصاد محلی در سیاست ملی شهری ایران

اقتصاد شهری در عصر جهانی شدن، با تحولاتی چون افزایش شگرف گردش سرمایه در جهان یکی از مهمترین تحولات اقتصاد جهانی در دهۀ گذشته و قدرت انتقال‌پذیری گسترده سرمایه، فزونی رقابت بین شهرها با تحول در جریان سرمایه‌های جهانی و تشدید فرایند تمایز اجتماعی-اقتصادی در شهرها همراه شده است. در عین‌ حال این تغییرات، فرصت‌هایی را نیز برای سیاست‌گذاری شهری و دست‌اندرکاران توسعۀ شهری فراهم آورده است. برای بسیاری از دانشوران و سیاست‌گذاران این سوال مطرح است که در این دوره چه انتظاری از سیاست‌های توسعۀ شهری قابل تصور است؟ در این مقاله پس از تبیین ضرورت‌های یکپارچه‌سازی اقتصاد محلی در طرح‌ریزی و سیاست‌گذاری توسعۀ شهری، به الزامات توجه به نوآوری شهری (اقتصاد نوآوری) پرداخته شده است. سپس با طرح و بحث در خصوص ابزار سیاست ملی شهری و شرایط ایران از منظر سیاست ملی شهری، تلاش می‌شود، در خصوص گذار به سوی نوآوری شهری و اقتصاد محلی در سیاست ملی شهری ایران تحلیلی ویژه ارائه شود.

explaining the necessities of integrating urban innovation and local economy in urban national policy of iran

in the age of globalization, urban economy has been accompanied by a variety of changes such as dramatic capital increase in the world as one of the most important global economic changes in the last decade, extensive power of capital transferability, increased competition between cities with changes in the flow of global capitals and intensifying process of socio-economic differentiation. at the same time, these changes have provided opportunities for urban policymakers and urban development practitioners. for many scholars and policymakers, the question is what can be expected from urban development policies in this period? after explaining the necessities of integrating local economy in urban development planning and policy making, this article discusses the requirements for monitoring urban innovation (innovation economics). then attempts are made to provide a special analysis on transition to urban innovation and local economy in iran national urban policy by planning and discussing the tool of national urban policy and the situation of iran from the perspective of national urban policy.
