دانشگاه کارآفرین در ایران؛ وضعیت موجود و چشم‌انداز آینده

در دنیای پیچیده و رقابتی آینده، دانشگاه‌ها برای بقای خود چاره‌ای جز حرکت به ‌سمت تبدیل ‌شدن به دانشگاه کارآفرین را ندارند. کارآفرینیِ دانشگاهی که نوعی از کارآفرینی سازمانی است، راهکار مهمی است که مشارکت دانشگاه‌ها را در توسعۀ اقتصادی به‌طور فزاینده فراهم می‌آورد. در ایران نیز در اسناد بالادستی کشور به ‌مسئلۀ کارآفرینی و فناوری توجه زیادی شده است. این امر از آنجا ناشی می‌شود که توسعۀ پایدار کشور مستلزم پایه‌گذاری و شکل‌گیری نظام نوآوری، صنعت دانش‌بنیان و دانشگاه کارآفرین است. به ‌عنوان‌ مثال 18 راهبرد از 73 راهبرد ذکر شده در نقشه جامع علمی کشور، 3 بند از 24 بند سیاست‌های ابلاغی اقتصاد مقاومتی به این حوزه اشاره دارد که تماماً بیانگر اهمیت حیاتی و ضرورت کارآفرینی در کشور است. اما متاسفانه نتایج حاصله در این زمینه در کشور چندان رضایت‌بخش نبوده است، چنانچه به گزارش دیده‌بان جهانی کارآفرینی، شاخص کارآفرینی نوپا در سال 2020 با 5 پله سقوط به رتبه 31 از میان 43 کشور مورد بررسی قرار گرفت. لذا با توجه به این اهمیت و ضرورت حرکت دانشگاه‌های کشور به ‌سوی تبدیل‌ شدن به دانشگاه کارآفرین نیز اجتناب‌ناپذیر است. پژوهش حاضر از لحاظ هدف کاربردی و از لحاظ ماهیت و روش توصیفی-تحلیلی و روش گردآوری اطلاعات اسنادی است. در این مقاله تلاش می‌شود ضمن تبیین اهمیت و ضرورت کارآفرینی و دانشگاه کارآفرین، وضعیت کنونی کارآفرینی و دانشگاه کارآفرین در ایران از منظر شاخص‌های جهانی و ملی بررسی شود و سپس با اتکا بر یافته‌های حاصل از این بررسی، چشم‌انداز خلق آینده آموزش عالی با محوریت دانشگاه کارآفرین ترسیم شود.

entrepreneur university in iran; current situation and future prospects

universities have no choice but to move towards becoming an entrepreneur university in order to survive in the complex and competitive future world. university entrepreneurship which is a type of organizational entrepreneurship, is an important approach that brings about university participation in the economic development to an increasing extent. much consideration has been given to the issue of entrepreneurship and technology in upstream documents in iran as well. this is due to the fact that the sustainable development of the country requires establishment and formation of the innovation system, knowledge-based industry and entrepreneur university. for instance, 18 out of the 73 strategies mentioned in the scientific comprehensive map of the country, and 3 out of 24 clauses of the communitive policies of resistance economy refer to this domain, all of which fully express the vital significance and the necessity of entrepreneurship in the country. but unfortunately, the acquired results in this field in our country have not been much satisfactory as according to global entrepreneurship monitor (gem), the total early-stage entrepreneurship activity (tea) index in 2020 was ranked 31st among 43 countries with a fall of five steps. consequently, the significance and necessity of moving the country’s universities towards transforming into entrepreneur university is inevitable. the present study is applied in terms of purpose, descriptive-analytical in terms of nature and the method of data collection is documentary. this article tries to offer an explanation for the significance and necessity of entrepreneurship and entrepreneur university in addition to examine the current situation of entrepreneurship and entrepreneur university in iran from the perspective of global and national indicators, and then to draw the vision for creating the future of higher education with focus on entrepreneur university by relying on the findings of the study.
