حکمرانی یکی از مفاهیم مهم حوزه علوم سیاسی است که در بستر تاریخی خود دچار تغییر و تحولات مفهومی و محتوایی فراوانی گشته است. از این رو، پرسش اصلی پژوهش کنونی آن است که تحولات مفهوم حکمرانی به چه صورت بوده است؟ در پاسخ به این پرسش، فرضیه پژوهشگران از این قرار است که، تحولات مفهوم حکمرانی در بستر تاریخ، ریشه در شرایط اجتماعی زندگی انسان داشته است. در واقع، برآیند اصلی پژوهش، نیل به تحلیلی علمی از دگرگونی مفهوم حکمرانی در بستر تاریخ اجتماعی انسان است. بر همین اساس، چهارچوب نظری پژوهش را آراء و اندیشه‌های مکتب واقع‌گرایی شکل داده است که بررسی مفاهیم تاریخی را از جنبه‌های گوناگون و به‌ویژه با تکیه بر بعد اجتماعی آن بررسی و تحلیل می‌کند. همچنین باید گفت که، در این پژوهش، داده‌ها با استفاده از روش اسنادی گردآوری شده است و روش تجزیه و تحلیل داده‌های پژوهش، روش جامعه‌شناسی تاریخی است.
