ضرورت حکمرانی خوب برای توسعه نقش ورزش در سیاست خارجی جمهوری اسلامی ایران

ورزش یکی از کنشگران جدید جهانی در حوزه دیپلماسی و فعالیت‌های دیپلماتیک است. به گفته نلسون ماندلا، 'ورزش قدرت تغییر جهان را دارد ' و این نشان از آن دارد که کارکرد ورزش فقط در میدان ورزش نیست. از طرفی، در دنیای امروز، 'سیاست خارجی' اهرمی برای افزایش قدرت ملی است که حرکت کشورها به سمت جهانی‌شدن و توسعه روابط بین‌الملل را تسریع کرده است. در این میان، یکی از مفاهیمی که طی سال‌های اخیر در راستای توسعه مطرح شده است، مفهوم حکمرانی خوب است. لذا در این مقاله، سعی شده است تا با مطالعه جامع مبانی نظری و پیشینه پژوهش، به بررسی ضرورت حکمرانی خوب برای توسعه سیاست خارجی جمهوری اسلامی ایران از طریق ورزش پرداخته شود و به این سوال پاسخ داده شود که حکمرانی خوب چه نقشی می‌تواند در این راستا داشته باشد. آنچه بیان شده است، حاکی از آن است که حضور ایران در منطقه متلاطم اطراف آن، می‌طلبد تا از تمامی ابزار‌های موجود در این زمینه از جمله ورزش و دیپلماسی ورزشی در جهت توسعه سیاست خارجی خود بهره وافی و کافی را ببرد. چراکه، ورزش می‌تواند به‌عنوان ابزاری نرم در اجرای استراتژی‌های سیاست خارجی جمهوری اسلامی ایران نقش مهمی را ایجاد کند. در این زمینه، مطالعه حاضر، حکمرانی خوب در این زمینه را از طریق 3 راهبرد سیاست‌ها، فرایندها و افراد تشریح کرده است.

the necessity for good governance in developing the role of sport in the foreign policy of the islamic republic of iran

sport is one of the new global actors in the field of diplomacy and diplomatic activities. according to nelson mandela, 'sport has the power to change the world' and this shows that the function of sport is not only on the sports field. on the other hand, in today's world, 'foreign policy' is a lever to increase national power, which has accelerated the movement of countries towards globalization and the development of international relations. in the meantime, one of the concepts that has been proposed in recent years for development is the concept of good governance. therefore, in this article, an attempt has been made to study the necessity of good governance for the development of the foreign policy of the islamic republic of iran through sport by comprehensively studying the theoretical foundations and research background, and answering the questions of what role good governance can play in this regard. what has been said is that iran's presence in the turbulent region around it requires it to take full advantage of all available tools in this field, including sports and sports diplomacy, to develop its foreign policy. because sport can play an important role as a soft tool in implementing the foreign policy strategies of the islamic republic of iran. in this regard, the present study describes good governance in this area through three strategies: policies, processes and individuals.
