تحلیل ساختاری مسائل و چالشهای حکمرانی کارآمد در استان تهران

با وجود اینکه حکمرانی کارآمد از یک سری اصول و رویه های مشترک و جهانی تبعیت می کند که بستگی به محیط جغرافیایی یا مقطع زمانی خاصی ندارد، اما همواره بخش قابل توجهی از اصول و رویه های حکمرانی متاثر از ملاحظات محیطی بوده است و وابسته به شرایط زمانی و مکانی خاص است. با این فرض، همچنان که حکمرانی کارآمد و مطلوب در ایران در قیاس با کشورهای دیگر از یک سری عناصر و مولفه های خاص و منحصر به فرد تبعیت می کند که ریشه در تاریخ و فرهنگ خاص کشور دارد، در سطح محلی نیز حکمرانی کارآمد و مطلوب در هر یک از استان های ایران مستلزم بررسی عناصر و مولفه های خاص و منحصر به فرد همان استان است. بر این اساس، این مقاله به بررسی و تحلیل مسائل و چالش های حکمرانی محلی در استان تهران می پردازد. بدین منظور، ابتدا با بهره گیری از مصاحبه باز با خبرگان و مسئولین اجرایی استان، مسائل و چالش ها استخراج شده و سپس با استفاده از نرم افزار میک مک به تحلیل ساختاری این مسائل و چالش ها پرداخته می شود. نتایج و یافته ها حکایت از آن دارد که مسائل و چالش های حکمرانی استان تهران ناشی از چهار حلقه ناکارآمدی، نارضایتی، محرومیت و ناامنی است که بیش از آنکه مردم در آنها نقش داشته باشند، دولت ساخته /پایه هستند و بنابراین برای حل این مسائل بیش و پیش از هر چیز باید قواعد حکمرانی ملی و استانی از طریق کاهش نقش دولت در امور اقتصادی، اجتماعی، فرهنگی و حتی سیاسی اصلاح شود.

although effective governance follows a set of common and universal principles and procedures that do not depend on a specific geographical environment or historical period, a significant part of the principles and procedures of effective governance are always influenced by environmental considerations and conditions, and are dependent on specific period and place. with this assumption, although effective and desirable governance in iran in comparison with other countries follows a series of special and unique elements and components that are rooted in the specific history and culture of the country, at the local level, effective governance and desirable in each of the provinces of iran requires the study of specific and unique elements and components of each one. accordingly, this article examines and analyzes the issues and challenges of local governance in tehran province. for this purpose, first by using open interviews with experts and executive officials of the province, issues and challenges are extracted and then using the mic mac software, structural analysis of these issues and challenges is done. the results and findings indicate that the problems and challenges of governance in tehran province are due to four cycles of inefficiency, dissatisfaction, deprivation, and insecurity, which are governmental rather than public, and therefore to solve these issues, above all, the rules of national and provincial governance must be reformed by reducing the role of government in economic, social, cultural and even political affairs.
