رویکردی نظری به گذار در مفهوم حکمرانی در اندیشه سیاسی معاصر

چند دهه از طرح موضوع حکمرانی به‌عنوان الگوی مطلوب برای نظام‌های سیاسی معاصر می‌گذرد. این مساله به همان نسبت که مورد توجه کارگزاران سیاسی قرار گرفته است، باب مجادلات مهمی را در اندیشه سیاسی معاصر گشوده است. مقاله حاضر کوششی است برای درک چگونگی گذار در شیوه حکمرانی در نظریه سیاسی و تحلیل رویکردهای نظری آن. از دید نویسندگان، با توجه به آنکه در طی چهار دهه گذشته تغییرات محسوسی در چهره قدرت در سطح نظام سیاسی و عملکرد دولت‌ها رخ داده است، لذا مناظرات درباره کاهش قدرت دولت‌ها و ظهور بازیگران متعدد سیاسی و فراسیاسی و تغییرات در شکل حکمرانی به‌عنوان یکی از مباحث اساسی در دوره جدید مطرح می‌شود. اما مقاله پیش رو در جهت پاسخ به این پرسش اساسی است که اندیشه سیاسی معاصر به ماهیت گذار از سیاست حکومت چه رویکردی داشته است؟ در پاسخ به این پرسش، دو امکان مناقشه نظری مورد بررسی قرار می‌گیرد. دیدگاه اول یا جریان اصلی اندیشه سیاسی، به گذار از حکومت به حکمرانی نظر دارد و در مقابل، جریان انتقادی (دیدگاه دوم) از نقش متفاوت و نوپدید قدرت که در اینجا حکومت‌مندی نامیده می‌شود، به رویکرد ایجابی جریان اصلی تشکیک می‌کند. نویسندگان با بیان سه رویکرد نظری مربوط به گذار در شیوه حکمرانی و تحلیل سه سطح حکومت، حکمرانی و حکومت‌مندی، به بیان دیدگاه‌های متفکران آن‌ها پرداخته‌اند و ابعاد مختلف این مجادله را تبیین می‌کنند. مقاله حاضر به شیوه توصیفی - تحلیلی نوشته شده است و چارچوب نظری آن رویکرد انتقادی - هنجاری است.

a theoretical approach to the transition in the concept of governance in contemporary political thought

decades have passed since the issue of governance emerged as a model for contemporary political systems. this issue as much as it has been considered by political agents, has opened the door to important controversies in contemporary political thought. the present article is an attempt to understand how the transition in the way of governing in political theory and analysis of its theoretical approaches. from the authors' point of view, given that over the past four decades there have been significant changes in the face of power at the level of political system and the performance of governments, so debates about the decline of government power and the emergence of various political and trans-political actors and changes in governance as one of the main issues in the new period is introduced. therefore, the present article is aimed at answering the fundamental question of what approach has contemporary political thought taken to the nature of the transition from government policy? in answer to this question, two possibilities of theoretical controversy are examined: the first view or the mainstream of political thought, considers the transition from government to governance and the opposite view (the second view) of the different and emerging role of power in which is called governmentality, doubts the positive approach mainstream. the authors express the views of their thinkers and explain the different dimensions of this debate of this debate by stating three theorical approaches related to the transition in the way of governing and analyzing the three levels of government, governance, and governmentality. the present article is written in a descriptive-analytical method and its theoretical framework is a critical - normative approach.
