مشارکت سیاسی در حکومت اسلامی؛ مبانی و گونه‌ها

مشارکت سیاسی مفهومی است که در نظام سیاسی و حیات سیاسی حاکم بر آن تعریف می‌شود و از توابع بدیهی دموکراسی است. تمایل شهروندان به مشارکت سیاسی از یک سو، حاکی از نیازهای اجتماعی آن‌ها است و از سویی دیگر، آرمان‌ها و ارزش‌های مورد انتظار اجتماعی آن‌ها را به منصه ظهور می‌رساند. علاوه بر این، مشارکت شهروندان در حیات سیاسی، مکانیسم مهمی جهت پاسخ‌گو نمودن دولت در مقابل شهروندان است. جمهوری اسلامی ایران به‌عنوان حکومتی اسلامی و مبتنی بر نظریه مشروعیت دوگانه (الهی - مردمی)، ولایت را در تمام امور عمومی و حکومتی مشروط به رعایت مصالح مسلمین در چارچوب موازین اسلامی می‌داند. در چنین رویکردی، مردم به‌عنوان یکی از پایه‌های مشروعیت حکومت اسلامی از هر طریق مطلوبی می‌توانند در تشکیل حکومت، اداره آن و نظارت بر آن مشارکت داشته باشند. پژوهش حاضر با تبیین مفهوم و مصادیق مشارکت سیاسی، به گونه‌های رسمیت‌یافته مشارکت سیاسی در جمهوری اسلامی ایران به‌عنوان یک حکومت اسلامی می‌پردازد.

political participation is a concept defined in the political system and the political atmosphere and is one of the obvious functions of democracy. citizens' desire for political participation, on the one hand, indicates their social needs and, on the other hand, shows their expected social values. citizens' participation in political life is also an important mechanism to make the government accountable to citizens. the islamic republic of iran, as an islamic government based on the dual legitimacy theory, considers the guardianship in all public and state affairs based on the interests of muslims beside the islamic norms. in such an approach, the people, as one of the foundations of the legitimacy for the islamic government, can participate in the formation, administration and supervision of the government in any desirable way. the present study, by explaining the concept and examples of political participation, deals with the recognized forms of political participation in the islamic republic of iran as an islamic government.
