ماهیت دولت اسلامی

ویژگی‌ها، چیستی و چگونگی دولت‌ها و به طور کلی ماهیت آنان بر شیوه اعمال قدرت تاثیر بسزایی دارد؛ لذا بررسی ماهیت دولت از مباحث مهم است. بررسی این امر در مورد دولت اسلامی به سبب متفاوت بودن ماهیت آن از دولت‌های دیگر اهمیت دوچندان می‌یابد. به همین منظور در مقاله پیش‌رو ماهیت دولت اسلامی مورد بحث قرار گرفته و این نتیجه حاصل گردیده که ماهیت دولت اسلامی ماهیتی «مرکب» است. با توجه به مرکب‌بودن ماهیت دولت اسلامی چارچوبی مفهومی برای بررسی همۀ ابعاد دولت اسلامی طراحی شده است که در این چارچوب، با نگاه به متون و منابع دست‌اول شیعه، تلاش شده چیستی دولت اسلامی در هر یک از این ابعاد جست‌وجو و بیان شود. اگر بتوان نتایج بررسی ابعاد دولت اسلامی را به اختصار گفت باید عنوان داشت که دولت اسلامی از نظر ذات، «امانت» است؛ بدان معنا که دولت در نگاه اسلام امانتی در دست زمامداران است که باید مصالح این امانت را به خوبی رعایت کنند. از بعد مکانیکی یا ارگانیکی بودن، دولت اسلامی مکانیکی قلمداد می‌شود؛ زیرا در نگرش اسلامی، دولت ابزاری برای هدایت و کمال جامعه اسلامی است. همچنین از نظر مشروطه یا مطلقه بودن، دولت اسلامی دولتی مشروطه است؛ زیرا مردم و حکومت موظف به اطاعت از قانون‌ هستند. کارکرد این دولت نیز «عدالت و پرورش» می‌باشد. لازم به ذکر است که این دولت دارای ابعاد اقتصادی، اجتماعی، فرهنگی و سیاسی است که در بعد اقتصادی «ترمیمی - تنظیمی» است، در بعد اجتماعی «والد رحیم» (فراطبقاتی متعادل‌ساز) است، در بعد فرهنگی ویژگی اخلاق‌مداری و ارزش‌محوری را داراست و بالاخره در بعد سیاسی «مردم‌سالاری دینی» می‌باشد. در مجموع آن که دولت اسلامی «دولت والد رحیم» است؛ یعنی دولتی تامین‌گر، تنظیم‌گر و تربیت‌گرا که هدف نهایی آن هدایت اعضای خود به سوی کمال می‌باشد.

the characteristics and nature of the state have a great influence on the way power is exercised; therefore, examining the nature of government is an important issue. the study of this issue in the case of the islamic state is doubly important due to its different nature from other states. to this end, the nature of the islamic state has been discussed in a leading article, and it has been concluded that the nature of the islamic state is a 'composite' nature. due to the complexity of the nature of the islamic state, a conceptual framework has been designed to study all dimensions of the islamic state. if the results of the study of the dimensions of the islamic state can be summarized, it should be stated that the islamic state is 'trustworthy' in essence; this means that in the eyes of islam, the government is a trust in the hands of the rulers, who must respect the interests of this trust well. in terms of being mechanical or organic, the islamic state is considered mechanical; because in the islamic view, the government is a tool for the guidance and perfection of the islamic society. also, in terms of being constitutional or absolute, the islamic state is a constitutional state; because the people and the government are obliged to obey the law. the function of this government is also 'justice and education'. it should be noted that this government has economic, social, cultural and political dimensions, which in the economic dimension is 'restorative-regulatory', in the social dimension is 'parent rahim' (balancing supra-classes), in the cultural dimension is ethical and value-oriented. and finally, in the political dimension, it is 'religious democracy'. the islamic state is the 'state of the merciful father'; that is, a provider, regulator, and educator whose government.
