بررسی ساختار و کارکرد تشکیلات اداره املاک اختصاصی غرب (1304- 1320)

رضاشاه از سال‌ های نخست‌وزیری اقدام به خرید املاک و مستغلاتی در نواحی مختلف کشور و ازجمله کرمانشاهان کرد. با وجودی ‌که از کمّ و کیف دقیق املاک و مستغلات وی در دوران نخست‌وزیری اطلاع دقیقی در دست نیست، اما املاک وی به‌اندازه‌ای توسعه کمّی یافته بود که بلافاصله پس از تغییر سلطنت تشکیلاتی برای ادارة آن در ذیل دفتر مخصوص محاسبات شاهنشاهی تاسیس شد و دو شعبه از آن با عنوان املاک اختصاصی ساحلی با مرکزیت ساری و املاک غرب شاهانه با مرکزیت هارون‌آباد دائر گردید. ابهام و مسئله این پژوهش تبیین ساختار و کارکرد تشکیلات و چگونگی ادارة این املاک است؟ تلاش بر آن است با روشی توصیفی- تحلیلی و با استفاده از اسناد آرشیوی بدان پاسخ داده شود. نتایج پژوهش نشان می‌دهد ادارة املاک اختصاصی و اداره‌ها و موسسه‌های وابسته به آن دارای تشکیلاتی هدفمند و با برنامه از پیش ‌تعیین ‌شده بود که به‌ صورت هماهنگ و با هدف توسعه کمّی و کیفی املاک تحت قلمرو فعّالیّت داشتند.

raza shah began purchasing properties and real estate in various regions of the country, including kermanshah, during his years as prime minister. although there is no precise information about the details of his properties and real estate during his tenure, they had expanded to such an extent that immediately after the change of dynasty, an organization was established to manage them under the office of the imperial accounting. two branches were set up, titled &coastal private properties& centered in sari and &royal western properties& based in harunabad. the ambiguity and issue of this research are the structure and function of the organization and how these properties were managed. the aim is to provide answers using a descriptive-analytical method and archival documents. the research results indicate that the management of private properties and the associated offices and institutions had a purposeful and planned organization that operated in a coordinated manner with the goal of both quantitative and qualitative development of the properties within its scope.
