حکمرانی فضای مجازی بر اساس انگاره مشروعیت فنی-دانشی

در این مقاله با تحلیل ممزوج شدن فناوری و حاکمیت در عصر مدرن و تشدید این امتزاج در عصر مجازی، انگاره‌ای از مشروعیت را مطرح می‌کنیم که نام آن را مشروعیت فنی-دانشی گذاشته‌ایم. این انگاره، انگاره‌ای توصیفی درباره مشروعیت اعمال اقتدار و حکمرانی در دوران مدرن و مجازی است. مطالعه دو کلان‌الگوی حاکمیتِ عدالت-محور در رویکرد سنتی و حاکمیتِ مصلحت-امنیت-محور در درون مدرن که به تکثیر فناوری‌ّهای امنیتی، حاکمیتی و قدرت در این عصر منجر شده است، مسیر تحلیلی ما برای رسیدن به مفهوم مشروعیت فنی-دانشی است. در پرتو این مفهوم، پاره‌ای از اصلی‌ترین مشکلات حکمرانی فضای مجازی از جمله حکمرانی سکوها و محتوا در فضای مجازی را بررسی و راه‌حل‌هایی متناسب با اقتضائات کنونی فضای مجازی برای آن‌ها پیشنهاد داده‌ایم. اولویت‌دهی به سکوها، تقویت انحصار بومی و حکمرانی مضاعف از طریق تکثربخشی به بازیگران بین‌المللی حاضر در فضای مجازی ایران سه ضلع راه‌حل پیشنهادی ما برای مشکل فرسایش حاکمیت ملی در عرصه مجازی است.

the governance of cyber space based on the notion of technical and scientific legitimacy

in the first step, we analyze the combination of technology and governance in the modern era and the intensification of this combination in the digital era; based on the previous step, we present an idea of legitimacy that we have named technical-scientific legitimacy. this idea is a descriptive idea about the legitimacy of exercising authority and governance in the modern and digital eras. the study of the two macro-models of justice-centered governance in the traditional approach and reason of state and security-centered governance in the modern world, which has led to the proliferation of security, governance and power technologies in this age, is our analytical path to develop the concept of technical-scientific legitimacy. in the light of this concept, we have examined some of the main problems of cyberspace governance, including the governance of platforms and contents in cyberspace, and have proposed solutions for them in accordance with the current requirements of cyberspace. prioritizing platforms, strengthening local monopoly and double governance through pluralization of the international actors in iran’s cyberspace are the three sides of our proposed solution for the problem of erosion of national sovereignty in the digital era.
